PURPOSE OF FUNCTION

Property is a business function that develops, owns and maintains IKEA properties. Property is also a key player in developing the penetration strategy within the commercial territory and has the responsibility to purchase and develop land accordingly. Property has also the responsibility to design, construct and maintain IKEA properties according to the latest IKEA standards and to the lowest possible cost for a specified level of quality and time.


Reporting to Purchasing Manager, the Purchaser is responsible for supporting the purchasing process and:
-Conducting procurement for construction packages to secure best buys for the IKEA business.
-Controlling, organizing, conducting and documenting construction purchasing activities within project.
-Manage and working closely with the consultant (PCM & QS) in project tendering & cost control.
-Coordinate with QS for Tendering management including BOM, Budget & unit rates review.
-Developing and propose practical purchasing strategies that support the overall goals of construction projects and the procurement strategic vision.
-Participating in the negotiations of contracts and change orders/claims.
-Conduct professional market and supplier analyses and managing a database of potential suppliers.
-Support Purchasing Manager to developing purchasing initiative according to best practice, industry knowledge and future trends (e.g. keep track of market movements, cost drivers, technological development, etc.).
-Ensuring compliance with applicable policies, rules and guidelines as well as legal requirements.
-Support and assist Construction Project Manager the execution of purchasing activities in accordance to local routines with practical project environment
-Continuously improvement and way of working, such as routines, technical solutions and contract terms in order to always achieve the best value for money for the IKEA business.
-Implementation support to HSE & IKEA IWAY Compliance with project organization.


KNOWLEDGE

-Procurement and tendering processes.
-The local construction market including its cost drivers and structures.
-Practical knowledge of cost control and project management especially with QS background & qualification.
-Industry norms and contractual standards.
-Project & Cost management.
-Contractual knowledge.
-Various strategies regarding the procurement route and contractual set-up of construction projects.
-IKEA purchasing processes and tools.
-Good negotiating skills with the ability to lead negotiations.
