Position Title: Site Buyer * 2
Department: Supply Chain of Operations Division
Report to: Procurement Services Manager or Local Procurement Supervisor
Liaises internally with: Project Procurement Manager (PPM), Site Construction Managers and Supervisors, Commissioning Manager & Material Controller
Liaises externally with: Vendors

Work Location: Nansha, Guangzhou, China
Duration: Mar to Jul, 2013 estimated

Job Overview:
The Site Buyer manages the assigned enquiries from preparation of the Request for Quotation (RFQ) till delivery on site, with the applicable procedures and has the primary responsibility for the timely and cost effective selection of the qualified supplier.

Roles and Responsibilities:
1. To purchase locally and in accordance with Group Management System Working Procedures equipment, materials and services required by the Site Team and formalised under a Material Request Form (MRF) dully approved
2. To issue the Request for Quotation and source locally from stock whenever possible
3. To expedite the quotations and perform the commercial bid clarifications as required
4. To ensure quotes are technically evaluated by a competent member of the site team
5. To negotiate for best price, delivery, terms and conditions
6. To prepare the Commercial Bid Evaluation (CBE)
7. To prepare the Purchase Requisition and to monitor its timely approval
8. To prepare the Purchase Order, to monitor its timely issue and approval
9. To expedite PO acknowledgement and related commercial and technical documents when required

Job Requirements:
1. University degree, with a minimum of 3 years' experience in the Oil and Gas Business or 5 years' experience in Supply Chain.
2. Fluent in spoken and written English and able to speak Korean or Japanese.
3. Shipyard experience is preferred.
