Job Descriptions

Campus QMS

1) Lead to plan, implement, monitor and follow up the overall Flextronics (ZhuHai) campus internal cross QSA& ESD & RMS &DCC audit etc.
2) Plan, establish, drive and maintain the overall Flextronics (ZhuHai) campus management system related to quality, e.g.ISO9000, TL9000, TS16949, ANSI/ESD S20.20 ISO27001 etc., and RMS(Record Management System) system
3) Work with accreditation body on ESD/Quality System certification etc. and lead segments to pass the ESD/Quality system etc certification audit
4) Lead to review campus level ESD/Quality System/RMS documents regularly and based on segment request, customer requirement, related ESD laws ®ulation, and ESD optimization etc.
5) Develop and train segment people about QMS/ESD/RMS/DCC perspective among segments & campus, when necessary, conduct the necessary skills training (QC seven tools /SPC etc) including on-job based on segments request.
6) Implement and monitor the common ESD protection material qualification
7) Manage and monitor the control, maintaining, reviewing, updating and releasing for campus level quality documents for all segments
8) Setup and maintain the library for all international standards and specifications etc., work with campus and segments QMS/ESD/DCC/RMS owners and certification body to solve the related problems, and carry out the regular conference call with global to optimize the recent record management system and routine check RMS database and make sure to upload correctly
9) Monitor and maintain Campus QMS web site to ensure information is latest and effective revision in the web site, quick response capability for segment operation as needed, early warning capability for industrial trend and requirement, support segments for Customer and Internal Systems issues and complaints, develop and implement Quality System to other new and purchased sites, support segment customer audits including QSA/QPA/ESD/DCC/RMS , and for critical project etc., support segment to improve the QMS/ESD/DCC/RMS system based on segments request etc.

Campus IQC

1) Build a excellent IQC team to fully support incoming inspection for various operations, review and approve IQC procedures and incoming sampling plan to ensure good quality, delivery etc., and establish and optimize the inspection strategies, including RoHS, UL, urgent material handing release, SI, STS implementation
2) Ensure proper IQC there resources to support IQC function and provide training if necessary; Set up proper goals and action plan for IQC personnel, proper delegation and furnish succession plan; Be responsibility of present IQC operation to customer and/or other 3rd auditor; Given and trained technical know how, and the ability to grow IQC team’s technical competencies; Develop MRB operation system and maintain effective implementation.
3) Be responsible of taking corrective/ preventive action for IQC operation non-conformance and discrepancy; Report IQC data to internal and external team for continuous improvement.
4) Managing across various organizations, be ready to cross the boundary with excellent teamwork; Attend different quality review meeting from Campus and various operations.
5) Involvement of lean activities to optimize IQC process and control IQC cost at a relatively low level

Requirement

1) Sound knowledge and skills in electronic engineering or Mechanical and management skill& Must have QMS background
2) Must be confident and come across as strong leader.
3) Very good command in both understanding and written English and spoken English
4) Good interpersonal, communication, negotiation and persuasion skills and analytical skills
5) Know well the 6sigma/Lean management, FMEA,QC 7 tools, SPC,MSA etc. (Preferable)
6) At least 10 years hand on in Quality management at senior level and familiar with MS software tools
7) Must have Lean background (min Green belt)
8) ISO9000/TL9000/TS16949/ESD S20.20/ISO27001 Leader auditor
