1. 隶属部门/Situation in structure
属公司战略部战略规划经理领导
Directly lead by Strategic Planning Manager.
2. 职责/Mission
- 负责实施罕见病产品在海南特区及其他省份的批准前准入(EAP)或患者使用计划的工作;
针对新的罕见病产品的市场准入相关事宜进行上市前准入规划,例如与专业人员合作制定报销和定价策略;
参与公司的产品线扩展,确定和评估引进许可机会,并对P&R策略做出适当假设。
Responsible for implementation Early Access Programs or Patient Use Program of rare disease products in Hainan special zone and other provinces in China.
Pre-launch planning on market access related matters of new rare disease products, such as reimbursement strategy, pricing strategy by working with professionals.
Participate in the company’s pipeline expansion, identify and evaluate in-license opportunities and give proper assumption on P&R strategy.
3. 主要工作/Main Activities
EAP计划:负责在海南全面实施“批准前准入(EAP)或患者使用计划”,包括试点区政府,罕见病中心与我们国家***KOL之间的协调。 通过加入专项基金或商业保险,为昂贵的药品提供支付解决方案;
上市前市场准入的相关工作:帮助开发罕见病产品的市场准入和定价策略,支持市场准入的计划和执行;
监测NHSA / NHC及其附属机构/协会的网站和应用程序,收集政策信息,分析政策趋势和对罕见病业务的影响,并完成书面报告;
推产品相关疾病进入《国家罕见病名录》等优惠政策清单;
内部对接:与项目部门紧密合作:法规事务,医疗事务,销售与市场营销,研发……
外部对接:在业务合作伙伴,政府官员,专家和相关政府和其他外部合作伙伴等代表公司;
直线经理分配的其他任务。
EAP programs: Responsible for the full implementation of Early Access Program or Patient Use Program in Hainan, including coordination between pilot zone government, rare disease center, and our national top KOL. Provide payment solutions for expensive drug products by listing into special fund or commercial insurance.
Pre-launch MA related work: help to develop RD products market access and pricing strategy, support MA planning and execution.
Monitor the website and app of NHSA/NHC and affiliated institutions/associations, collect policy information, analyze policy trend and impact on RD business and complete paperwork report.
Push product-related diseases enter National Rare Disease list and other preferential policy list.
Internal interface: Closely work with the departments involved in the project: Regulatory Affairs, Medical Affairs, Sales & Marketing, R&D…
External interface : Represent the company in front of business partners, governmental officials, TA KOLs and other external partners/prospects.
Other ad-hoc tasks assigned by Line Manager.

5. 能力要求/Competence
具有医药,卫生政策等相关领域的硕士及以上学历,健康经济学,预防保健或医学专业优先;
在跨国医疗公司或政府部门中有3-5年的市场准入工作经验;
有罕见疾病相关产品管理经验者优先;
较强的战略思维能力,快速学习能力,对不断变化的环境和横向模式组织的适应能力;
优秀的双语写作,沟通和表达能力;
出色的人际交往能力,善于与内部和外部相关方进行沟通;
对卫生医疗政策高度敏感;
与NHSA / NHC相关专业人士和研究机构的良好合作;
擅长项目管理;
基本的IT软件知识(Office Pack)。
Master and above, in related fields such as pharma, health policy etc., major in health economics, preventive health or medicine is preferred.
3-5 years working experience of Market access in multinational healthcare company or government department.
Rare disease related product management experience is preferred.
Strong strategic thinking ability, fast learning, and strong adaptability to changing environment and transversal mode organization.
Excellent bilingual writing, communication and presentation skills.
Excellent interpersonal skill and good at communication with both internal and external stakeholders
Highly sensitive to health policy.
Good cooperation with NHSA/NHC related professionals and research institutions.
Good at project management.
Knowledge of basic IT software (Office pack).
