Summary, Overview:
To plan, coordinate, and provide oversight on the outside resources for maintenance, modification services and activities to ensure that offshore instrument and safety equipment function safely and productively, within budget and available resources.
Accountabilities and Responsibilities:
Provide information related to offshore instrument and safety equipment for preparation of annual maintenance, modification plan and budget;
Review instrument and safety equipment repair, modification proposal and quotation in order to ensure that maintenance, modification of instrument and safety equipment is performed at most cost effective manner and within budget;
Prepare all required document (work scope, material specifications and inspection check sheets etc.) and coordinate for technical services and outside resources on an "as required basis" to support offshore maintenance, modification activities on instrument and safety equipment;
Provide oversight, make recommendations and control quality on all instrument and safety equipment repair, modifications;
Monitor offsite repair-related material stock levels, initiate request for materials and follows-up on status of the materials;
Provide technical support and advice on maintenance, modification tasks development and improvement to ensure comply with the relevant government regulations, HSE policies and procedures, and industry standards;
Provide problem-solving support to offshore on instrument and safety equipment in order to ensure asset and operating integrity;
Provide strong support on the development of CMMS and utilize the historical data for analysis, troubleshooting and improvement;
Provide support on the development and maintaining of critical equipment's condition based monitoring system, which includes data collection, database maintaining, data analysis and maintenance, modification task initiation etc.
Provide strong support on the establishment of maintenance, modification related contract and ensure contractor's compliance to the contract terms in execution of each contract;
Produce various reports on maintenance, modification, shutdown, equipment failure, etc.
Review contractors' qualifications and their HSE performance evaluations; conduct HSE meeting and training for contractors; initiate and coordinate TRA; and lead the development of JSA for own projects in order to ensure operating safety.
Education, Qualifications & Experiences:
College diploma (minimum), Bachelor (preferred) in Automation, Instrumentation Engineering;
Minimum 5 years of relevant working experience;
Good understanding in offshore Health, Safety and Environment regulations, standards and procedures
Basic understanding of preventive and corrective maintenance concepts and repair, modification procedures;
Good knowledge of ICSS, instrument and safety equipment;
Proficient in preparing instrument drawings, flow diagrams, sketches, charts, etc.
Required Competencies, Skills:
Proficient computer skills.
Effectively bilingual (Chinese and English written and oral technical communications);
Good Planning, Communication and Coordination skills.
