Position Title: Project Safety Engineer
Location: Shanghai
Duration: 15 Sep., 2012 - 15 Feb., 2013
Reports To: Project Manager


DUTIES AND RESPONSIBILITIES:
Implement and maintain project health and safety programs for construction sites
Proactively involve in, organize job hazard/safety analysis, and conduct hazards based review at different stage during project execution
Ensure all assigned Company's staff and visitors are briefed of site hazards and emergency response procedures, and escorted for their first field visits
Conduct daily field inspection, audit and official joint inspections to monitor contractors for compliance with Plans, Procedures, government Regulation and industry best practices
Prepare, organize weekly project safety review meeting, and ensure key messages are delivered effectively to both Client and (sub)contractors
Build a constructive relationship and work closely with Client representatives and EPC contractor project manager and safety manager/representative
Prioritize site safety issues and make sure high risks are raised to COMPANY's project management team, EPC contractor project management team and Client representatives for immediate attention
Monitor contractors routine toolbox safety meeting and safety training for both content and effectiveness
Ensure site hazards identified, change of conditions captured and communicated effectively to contractors, track corrective actions until close-out.
Report all incidents and high potential near misses in a timely manner according to company policy and assist project manager and/or safety manager with incident investigation and follow-up reports
Conduct possible system or root causes analysis of site safety issues or repeated violations, with proposed correction actions developed for further intervention
Link closely with COMPANY's Country HSE manager on site issues and progress, provide monthly reports and performance statistics in a timely manner

SPECIAL SKILLS:
- Good command in English both verbal and written

QUALIFICATIONS:
- Diploma or university degree required
- 3+ years construction site safety related experience with required certificates in safety
- Be familiar with relevant Chinese safety codes, and knowledge of OSHA standards preferred
- Be proactive, self-initiative and team player
- Be able to work under pressure to meet challenging objectives
- Experience in international engineering company is preferred
