岗位职责：

* 提供开放的沟通平台，培养团队合作；激发成员表现出最高的效率和最大潜能，以保证高质量的标准。
* 协助总经理获取合适资源，按时完成项目和生产需要。
* 接受、执行并整合IT战略方向的改变。
* 根据审批的架构和软件标准开发新的应用。
* 有效领导成员，及时准确地解决生产过程中遇到的问题。
* 为总经理提供与应用完备性和实用性相关的技术战略参考。
* 为总经理制定部署战略提供建议。
* 在IT内部及内部客户中及时传达清晰明确的目标。
* 分析应用的功能，可行性及精确度，为性能和质量的提供提供建议。
* 根据客户及IT管理需要，制定生产优先顺序列表。
* 确保按需按时完成和执行项目任务。
* 确保每周报告项目和生产过程中遇到的问题及解决情况。
* 遵循项目管理和生命周期方法，建立项目档案，包括项目启动申请，资金，费用成本信息，以及计划。
* 根据需要招聘，晋升，解雇，推荐员工；紧密协助总经理根据IT需求，展开执行员工计划
* 至少每年一次，根据QVC的绩效考核标准考核每位团队成员的表现；为部门成员制定个人发展计划，包括工作和个人目标的实现。
* 保持内部沟通顺畅，并及时传达给员工部门消息，政策，程序改革等信息；定时组织部门及个别员工会议。
* 协调与所有IT其他部门的工作。

职位要求：

* 计算机科学、商学学士学位或同等工作经验。
* 8-10年IT从业经验
* 4-6年系统/应用开发项目管理经验。
* 了解QVC现有技术知识。

* 熟练掌握项目管理方法及系统发展生命周期。
* 熟练掌握业务流程（业务流程模型）以及如何运用以达到业务目标。
* 善于整合资源，并能在规定时间内完成项目目标。
* 优秀的分析，谈判，判断和解决问题的能力。
* 优秀的员工管理能力，包括培训，监督，绩效管理，团队建设。
* 熟练的英语口头及书面交流能力，不论是技术还是非技术方面的交流。
* 对Java, J2EE, OOAD 有深入了解。
* 在测试概念、证实技术、缺陷管理、数量方法以及风险管理和测量方面有实际工作经验。
* 在缺陷追踪、质量标准和测试工具方面有实际工作经验。
* 对程序开发方法论,有深入理解。
* 有多平台开发经验。

* 具有惠普Mercury质量中心的使用经验
* 具有Visual Basic (VB), ASP, DB2, Spring Framework, JSP, Struts and WebSphere E-Commerce经验

Essential Duties and Responsibilities
· Foster open communication and teamwork with staff. Motivate and coach staff to perform at peak efficiency and highest potential, while maintaining high quality standards.
· Work with the Director to obtain needed resources to support approved projects and production support activities, based on priority, to meet agreed upon dates.
· Accepts and promotes change consistent with the IT strategic direction.
· Develop new applications in compliance with approved architecture and software standard.
· Provide effective leadership in production support to accurately resolve production problems in a timely manner.
· Provide input to Director in identifying technological strategies related to the application area to determine their maturity and applicability.
· Make recommendations on deployment strategies to Director.
· Provide timely communication within IT and to internal clients that is clear, concise and appropriate for target audience.
· Analyze application performance, availability, and accuracy for each supported application. Make recommendations for performance and quality initiatives.
· Maintain a current production support priority list, based on client and IT Management input.
· Ensure project tasks and deliverables meet requirements and are completed on schedule.
· Ensure weekly reporting on projects & production support issues are completed on time and clearly communicates project status against agreed upon goals.
· Assure project management and lifecycle methodology is followed. Maintain project documentation, including project initiation requests, capital and expense costs and project plans.
· Hires, promotes, terminates, and counsels staff as required. Works closely with Director to develop and execute a staffing plan that meets IT’s needs.
· Ensure that the performance of every member of the group is evaluated using the QVC performance appraisal a minimum of once a year. Maintain a development plan for every department member, which includes both business & individual goals and objectives.
· Communicates and disseminates departmental information as well as, policy and procedural changes to staff in a timely manner. Conducts both team and individual employee meetings on a regular basis.
· Promotes collaboration across all functional IT departments.

Required:

· BA/BS in Computer Science, Business or equivalent work experience.
· 8-10 years of overall IT experience.
· 4-6 years of project management experience supporting system/applications development.
· Current knowledge in technology that is relevant to QVC.

· Expert knowledge of Project Management Methodology and Systems Development Life Cycle practices
· Expert knowledge of business processes (Business Process Model) and the application of technology in achieving business objectives.
· Ability to prioritize multiple tasks while maintaining deadlines and managing resources.
· Excellent analytical, negotiation, diagnostic, and problem-solving skills.
· Strong people skills including, coaching, mentoring, performance management, administering compensation, and developing teams.
· Advanced verbal and written communication skills, ability to present in both technical and non-technical terms.

* Demonstrated technical proficiency with: Java, J2EE, OOAD
* Extensive knowledge of VB Scripting
* Working knowledge of testing concepts, verification and validation techniques, defect management, quantitative methods, risk management and measurement programs
* Working knowledge of defect tracking, quality principles and testing tools
* In-depth working knowledge of applications development methodologies
* Practical working knowledge of multiple platforms

Strongly Preferred:
* Experience in HP Mercury Quality Center
* Experience in Visual Basic (VB), ASP, DB2, Spring Framework, JSP, Struts and WebSphere E-Commerce
* Experience in IBM WebSphere E-commerce
* Experience in Applications Development & Business Analysis
* Experience with Call Center Management Systems
