职位描述：
Day to Day Responsibilities:
? Provide Procurement leadership, focus and direction for the Asia strategic procurement of Professional Service in the following areas:
o HR Contingent Labor & Permanent Recruiting Outsourcing Process
o Global Mobility
o Education and Training
o Employee's Compensation& Benefit
o Security
o PR Communication/Marketing/Translation
o Real Estate
? Act as local interface in China to provide operational partnership with Global and Asia HR and Security management teams to:
o Coordinate the local execution of annual global RFP on RFP issuance, supplier proposal coordination, negotiation and etc.
o Support to collect customer feedback on supplier performance issue and escalate to global and Asia HR and Security management team.
o Support execution of the supplier performance management process and corrective action plan;
o Support specific expansion project need for HR and Security management initiatives.
? Work closely / partner with internal customers to understand technical and business strategies and develop procurement strategies and action plans to support. Ensure alignment between the technical and procurement activities through strong relationships and excellent communications.
? Identify cost reduction and cost avoidance opportunities and execute projects / initiatives to deliver cost savings, including Net Price Change, Avoidance and Value Add contributions.
? Lead negotiation of service contracts (such as MSAs, SOWs, and NDAs) as they come due for renewal or are identified through project or operational work. Minimize total cost of ownership (TCO) and maximize total value (quality, price, schedule, intellectual property, service, technology, etc.).
? Understand technical and market dynamics and identify innovative, aggressive strategies to drive cost reduction and improved services.
? Coordinate with the Legal Department to develop legally defensible, accurate contracts that reflect negotiated product and service agreements and minimize risk to Corning.
? Supplier Relationship Management (SRM) - Develop and execute supplier management programs for critical suppliers. Integrate technical and commercial feedback, set goals for improvement and track progress. Perform supplier due diligence.
? Risk Mitigation – Escalate supplier issues and negotiate day to day resolutions with suppliers.
? Lead and execute RFx’s via eSourcing tools, including eAuctions, to competitively source professional service spend.
? Spend tracking and analysis to identify cost reduction opportunities such as: opportunities to consolidate and leverage spend, eliminate rogue spending, and identification of new suppliers.
? Interact with professional service and Procurement professionals in North America, EMEA (Europe, Middle East, Africa) and AP (Asia Pacific) to align strategies, identify cost reduction opportunities, execute project goals, etc.
? Participate in Professional Service Strategic Sourcing team meetings.
? Participate on and/or lead Procurement projects such as SCOP-identified or indirect cost-reduction initiatives.
? Deliver results on MBO’s, Shared Objectives, Global Objectives and Contribution Metrics (cost savings).
Support the Global Buying Policy and communicate and enforce the policy with professional service customer base.

Project involved with:
？ Deliver regional and local sourcing projects as needed.

Education & Experience
？ Bachelor degree or above
？ 4-5 years working experience in MNC company procurement or sourcing positions.

Required Skills
？ Experience in procurement, indirect sourcing, contract management, contract negotiation, SRM etc.
？ Strong in Procurement system and familiar with leading systems i.e. PeopleSoft, SAP, Ariba, etc.
？ Strong project management skills to lead a sourcing project with cross functional team.
？ Knowledge of Asia especially China labor and contract laws
？ Strong business ethics and integrity.
？ Fluent in verbal and written English.
？ Good command of data analysis skill using excel
