Job Description:
- Drive and monitor Continuous Quality Improvement activities, including delivery of specific quality-related improvement Workpackages.
- Facilitate process development activities to support higher throughputs and increased overall capacity.
- Liaise with lower-tier suppliers to ensure Q&R requirements are achieved.
- Communicate reporting activities with Elster BUW sites
- Facilitate and drive root-cause analysis activities to address underlying quality & reliability issues.
- Analyze and validate supplier testing and inspection procedures and test cases for product/process
- Ensure appropriate QA controls and metrics for product reliability and supplier process performance
- Participate on the supplier's process FMEA reviews
- Follow Elster's customers audits at Asia suppliers, and follow up implementation of recomendations

Requirements:

Studies:
Studies and university degree in Engineering (min 4 years), preferable in Electronics & telecommunications, Computer science & Automation or Electrical engineering

Training :
1.Quality and environment management systems ISO 9000 / 14000 standards family
2.Quality tools and techniques (APQP, Flow Charts, Process FMEA's, Control Plans, 8D, etc).
3.Lean Manufacturing & Six sigma background preferable but not essential.

4. IPC_A_610 (E/class 2) standard "Acceptance requirements for the manufacture of electrical and electronic assemblies", would be preferable.

Abilities :
1.Native in Chinese / Mandarin
2.Proficient in Business English (spoken & written)
3.Computer literate (Microsoft Office, Minitab, SAP, etc)
4.Proficient in understanding of Engineering Specifications & Drawings
5.Abilities to work in a team
6.Good communication, problem solver, coach / trainer
7.Analytical thinking

Experience :
1.Manufacture & assembly of PCBA's (EMS)
2.Electronics / EMS related standards including IPC-610E
3.Knowledge of metering technology, standards and quality requirements is useful
4.Minimum 3 years of on_the_job experience as supplier quality engineer, within an electrical/electronic equipment manufacturing organization
