Key Functions and Job Duties:
General
A. Establish, develop and maintain human resources & administration policies of the company of which should be aligned with the overall company policies and strategies. Communicate these policies to the entire company.
B. Manage the following functions of human resources & administration for the entire company:
a.Manpower Planning
b.Recruitment & Selection
c.Compensation & Benefits
d.Performance Management
e.Training & Development
f.Career Planning & Development
g.Employee Relations & Communication
h.Occupational Health & Safety
C. Manage and oversee the administration duties in the office. Provide sufficient administration supports to employees.
1 Human Resources - Manpower Planning
1.1 Develop Annual Headcount Budget with senior management base on business growth and development plan
1.2 Establish & review organization structure.
1.3 Monitor headcount request base on approved budget.
1.4 Monitor staff turnover rate.
1.5 Prepare necessary human resources reports such as Organizational Charts, Monthly Headcount Movement reports, etc. and keep track of these data for management reference.
2 Human Resources - Recruitment & Selection
2.1 Establish recruitment & selection process including advertising job vacancies, screening job applicants, interviewing and assessing candidates. Recommend suitable candidates to department managers for employment confirmation.
2.2 Based on the recruitment and any other employment related decision, prepare employment offer letter to employees accordingly.
2.3 Establish and manage personnel files of each individual employee in the company.
3 Human Resources - Compensation & Benefits
3.1 Analyze salary scale by participating professional surveys and collect statistics in the labor market, esp. in shipping industry.
3.2 Review and refine employee benefits such as Social insurance, annual leaves, etc., with the Senior Management on an ongoing basis.
3.3 Establish effective compensation and benefit package to maintain the company's competitive edge in recruiting, hiring and retaining qualified people.
3.4 Establish grading system which shall align with the compensation & benefit packages.
3.5 Review and refine the salary policies with the Senior Management on an ongoing basis.
3.6 Prepare staffing budget with General Manager.
3.7 Process monthly payroll and contribution to Social insurance fund.
3.8 Provide guidance to employees on labor law or other human resources related issues.
3.9 Maintain Employee Handbooks in accordance with the remuneration package, staff benefits and other concerned personnel issues. Communicate the changes and updates of the Employee Handbooks to all staff.
4 Human Resources - Performance Management
4.1 Establish Job Profiles for each position which define job purpose, specifications, authorities, competences, job tasks and measurement standards.
4.2 Establish coaching system to evaluate and enhance job performance.
4.3 Establish performance evaluation system, including probation, annual appraisal and promotion.
5 Human Resources - Training & Development
5.1 Manage and Develop training strategies for the company in order to fulfill the company policies and cope with business development.
5.2 Identify training and development needs.
5.3 Develop training and development plan of all employees
5.4 Design and developing training and development program based on both the company's and the individual's needs;
5.5 Evaluate training and development programs.
5.6 Establish Career Development Plan based on competency model.
5.7 Establish Trainee Program to cope with the organization and business growth.
5.8 Establish Talent Development Program and Succession Plan.
6 Human Resources - Staff Relations & Communications
6.1 Conduct Exit Interview and Employee Satisfaction Survey to identify areas for improvement with management.
6.2 Provide counseling and grievance handling to employees to identify areas for improvement with management.
6.3 Establish effective communication systems, like Notice Board, E-mail, Newsletters, etc..
7 Human Resources - Occupational Health & Safety
7.1 Establish & reinforce good occupational health & safety system, including first aid, fire safety and housekeeping.
7.2 Ensure Occupational Health & Safety Ordinances are followed.
8 Human Resources - Information System
8.1 Establish good HRIS to manage staff records, like Attendance, payroll, Leave, training, movement, etc.
8.2 Provide manage reports to management when necessary.
9 Administration
9.1 Manage and oversee the below administration duties:
a. Office machine, equipment and utility purchase, maintenance and repair.
b. Office premises and property management.
c. Office documents store.
d. Messenger services.
e. Company car management
9.2 Manage renovation and removal projects
Working Experience Required:
1. At least 8 years working experience on human resources management of which are at managerial level.
2. Experience in shipping and logistics field is preferred.
3. Knowledge of relevant labor laws and related regulations
4. Confident and proactive with good project management skills, strong analytical skills with a keen eye for detail.
5.Good communication (both verbal and written), including interpersonal skills and client service mindset.
6.Strong team player and ability to work independently.
7.Good command of English and Chinese in both oral and written communications.
