职位描述：
Main Purpose of Job:
Build and maintain HSE management system, ensure daily operation to comply with national and local HSE laws and regulations.

Key Responsibilities:
1. Build and maintain HSE management system
- Build and maintain ISO14001 and OHSAS18001 system
- Collect and analyze related HSE laws and regulations
- Prepare and maintain HSE procedures and work instruction
- Organize internal and external audit

2. Lead HSE training
- Map out annual HSE training plan
- Lead HSE training document preparation
- Evaluate training effect

3. Improve HSE performance
- Map out annual HSE target and action plan
- Push action plan and follow effect
- Push energy saving and resource 3R
- Down HSE related cost

4. Compliance
- Ensure HSE permits are valid
- Ensure employee’s certification required by government are valid
- Ensure daily operation comply with laws and enthrone group’s requirement
- Follow the new requirements from government, and push plant to make sure compliance.

5. Pollution control
- Technical support of WWT and upgrade project
- Hazardous waste treatment
- New pollutant evaluation
- Lead environmental internal and external regular test

6. Communication
- Maintain Good connection with government/consultant/FSCIP
- Maintain good communication with internal every department
- Organize regular HSE meeting
- Work together with global HSE team

7. HSE incident management and prevention
- CAMS database maintenance
- Incident investigation and plan corrective actions
- Construct emergency response management system
- Prepare emergency response plan and drill it regularly
- Conduct regular HSE check and follow corrective actions
- Make sure the plant running safely

8. Other work assigned by supervisor

Knowledge and Experience Required:
1. Strong experience in ISO14001 and OHSAS18001
2. Good oral and written English
3. Bachelor’s degree or above in Environmental/Safety engineering is preferred
4. More than 6 years related HSE working experience
5. Good leadership and communication skills
