职位描述：
Responsibilities
1.Establish finance strategy for the company with multiple entities in mainland china and offshore. Develop a mid to long term plan including financial management approach, operation procedure and policy. Ensure the alignment the financial strategy and execution with overall company strategy.Develop the competence of finance organization and management efficiency.
2.Lead annual financial planning and goal setting: Set annual financial target and develop plan according to company’s strategy;Decompose financial target and budget for each division; Guide each organization to meet targets according to plan; Establish capitalbudget plan and report to CEO for review and approval.
3.Develop Finance Organization,Operation Policy and Rules: participate in the design of organization structure, roles and responsibility of the financial organization, and reporting structure; Establish key operation processes and responsibility of each function; Ensure clear division of responsibilities and avoid efficiency losses caused by chaotic management.
4.Align and collaborate with finance functions in various business units to achieve corporate objectives: develop management approach across business units; lead finance function in various business units; Co-ordinate business units to achieve corporate target.
5.Support Investment Decision: Assess candidate projects from financial perspective;Provide recommendation for decision making.

Requirement
1.Experienced in accounting, finance, and investment; Familiar with relevant laws regulations, and policies.
2.Insights in capital market; Sensitive to data; Experienced in financial projection, cost management, risk management, financial management, and financing activities.
3.Contribute to corporate strategy, investment decision and project assessment; Provide foresight and recommendations in major decisions. Maintain relationship with banks, business authority, and tax beau and other government bodies. Protect the interest of the company.
4.Experienced in developing company policies related to probability, capital investment, financial budgeting, and cost management.
5.Min 10 year’s finance management.
6.Experienced in US GAAP accounting and SEC filing and work at public listed companies in New York exchange or Nasdaq exchange.
7.Familiar with accounting regulation in USA. Familiar in custom rules. AICPA
