Reports to: Group Global Customs Compliance Manager located in the US, and also to the Group Deputy General manager in Shanghai
Job Description:
The primary responsibility of the Regional Customs Manager for Asia Pacific is to ensure legal compliance and provide import and export administration within government rules and regulations for manufacturing and service facilities within the Asia Pacific Region, with strong concentration in Shanghai and Beijing, China and secondarily in India.
· Act as the primary liaison with Chinese government authorities on customs-related matters.
· Manage customs-related government inquiries, audits, and controversies, including voluntary disclosures, for the Asia Pacific region.
· Manage all Asia Pacific customs brokers' performance and metrics.
· Ensure compliance with customs laws and regulations in Asia Pacific countries in which the business operates, primarily China and India.
· Management responsibility for all customs compliance operations in Asia Pacific. Lead evaluation, design, and redevelopment as necessary for customs compliance processes, driving lean processes within the day-to-day activities.
· Provide advice and support on customs compliance matters across all staffs and divisions.
· Provide advice and support on the use of common, global, customs processes and technology tools.
· Monitor and provide advice regarding laws, regulations, and enforcement priorities affecting customs activity in the Asia Pacific region. Communicate proposed and enacted changes and assist in analyzing the impact of the changes.
· Manage the development and communication of company's position on customs policy and functional policy issues.
· Develop and oversee customs compliance training across staffs and divisions.
· Support internal reviews of customs processes and operations.
· Support the activities of the Group Global Customs Compliance Manager.
Position Requirements:
· At least three years of operations/process experience with import/export related matters in a business and/or consulting environment within China
· Experience in designing and implementing customs processes which are:
o Cross-functionally integrated with core business systems
o Capable of reporting data in compliance with all customs laws and regulations
· A strong understanding of the import/export-related laws, regulations, and procedures of China and India, including:
o China's Shanghai Free Trade Zone regulations
o China's Customs Handbook program
o China's Duty Exemption program (machinery and equipment)
o China's bonded and non-bonded importation regulations
o India's bonded/inward processing regimes
· Strong understanding of import/export-related laws and regulations of Poland, the UK, Mexico and the United States
· Experience in classifying imports into China under the China HS coding system (harmonized tariff schedule)
· Experience in inventory management processes as they relate to operating under customs inward processing regimes (e.g., China Handbook, duty relief, duty exemption)
· Experience in qualifying imported goods and obtaining certificates of origin under various Asia Pacific-related trade agreements
· Experience in importing machinery and equipment (M&E), including used M&E, into China
· Strong understanding of the WTO valuation principles as well as the valuation methodologies and related currency control requirements in China
· Familiarity with the WCO Security Framework
· Demonstrated ability to work effectively as a member of a multinational team
· Excellent English skills, written, and oral required
· Excellent Mandarin Chinese skills, written, and oral required
· Automotive industry OEM, supplier or tier supplier experience is a plus
· Expected Travel Time: 10% - 25% (domestic and international)
Minimum of a Bachelors degree in business administration, finance, accounting or similar educational degrees
