职位描述
Position Brand Description:
Purpose: Lead the delivery of external services in the DCoE to advance the portfolio.
Objectives:
? Enable functions to work more effectively with third parties
? Ensure consistent execution of external sourcing processes by establishing common practices and metrics across collaborations and functions to optimize, relationships, improve quality, minimize risk, and improve reliable delivery of the portfolio
? Ensure that DCoE engagement with external partners is fully compliant with all Lilly policies regarding quality, privacy, animal welfare, anti-corruption and integrity.
? A single high level business process will be used throughout External Sourcing
The TPM Consultant will also serve as a single point of contact for PRD-external sourcing compliance related issues, and will own oversight for the business compliance processes across the DCoE. This will require the ability to think strategically about business process execution as well as the ability to leverage resources in the local/regional functions to execute these processes.
Key Objectives/Deliverables:
Application and Execution of Functional Sourcing Strategies (50%)
? Consult in the development of proactive functional sourcing strategies/plans with cross-functional teams, including understanding of current global sourcing capabilities, capacity, and the communication of risk assessments and contingency plans for selected TPOs.
? Translate functional strategies and work deliverables into work specifications and collaborate with procurement to develop agreements and specific contracts.
? Represent DCoE functions in third party identification, review of bids, and final contract negotiation and management. Serve as a key liaison between their assigned functions within the DCoE and selected third party organizations
? Define appropriate providers for the required functional services and obtain competitive bids.
? Ensure service agreements meet the goals and objectives of the function, service agreement, and their business partners by establishing appropriate governance, measurements and oversight plans.
? Ensure appropriate metrics are collected and can be interpreted, e.g. provide routine forecasting data related to external capacity & scheduling; track and monitor departmental expenditures for functional outsourcing.
? Monitor ongoing performance against service agreements and make adjustments as necessary to achieve performance goals; perform root cause analyses during issue resolution to proactively identify areas for proactive improvement.
? Ensure contract fulfillment from all operational aspects: agreed delivery dates, cycle times, budget, quality and compliance standards set
? Provide support to the Lilly's compliance office for "in scope" DCoE third party organizations. Assist with training/awareness of requirements, execution of screening, searching and certification activities and maintain data/documentation with appropriate security in preparation for audits.
? Implement DCoE framework for risk management of all third party organizations. Work in partnership with each third party to ensure risk mitigation and business continuity plans are in place and adequately tested on a regular basis
? Measure and benchmark third party performance and make adjustments as necessary to meet functional area performance goals and quality requirements.
? Develop and maintain a level of expertise to sufficiently represent project status and issues in various forums in the absence of line management. This may require providing oral presentations of logistical or technical information to various internal groups
? Coordinate functional requests for contracting external consultants and speakers
External Sourcing Process Development, Ownership, and Shared Learning (25%)
? Drive the implementation, application, and integration of third party assessment processes and tools including management of timelines and resources across the technical, financial, compliance and quality assessments
? Own all business activities for the contracting of a vendor: Management of third party assessments, creation of RFIs/ RFPs, and coordinate third party initiation (on boarding).
? Serve as a process owner for functional processes and ensure DCoE integration of owned processes in partnership with the External Sourcing Business Process Advisor.
? Ensure utilization and consistency of documented External Sourcing processes
? Seek opportunities to capture and share learning cross-functionally
? Identify and bring forth areas for continual process improvement within the function and across the External Sourcing team; identify methods to decrease drug development cycle times
? Participate in retrospective project/process review meetings (i.e. after action reviews) to identify issues and strengths and help capture learning. Assure that shared learning is placed on shared learning databases and/or other appropriate locations for easy access.
External Sourcing Compliance Business Process Stewardship (25%)
? Develop and maintain a deep understanding of all applicable external sourcing CDO/Stats/G4 business compliance requirements, as well as a knowledge of the DCOE processes relevant to China/AP that insure these requirements are being met.
? Create a network of compliance contacts throughout the various components of the DCoE, within LRL Research and within the LRL Ethics and Compliance organization, encourage the sharing of best practices for DCOE-China .
Basic Requirements:
? At least 5 years experience managing global product development-related work through the various stages of planning, implementation, and completion
? At least 3 years experience in working with TPOs or external vendors
? Applied knowledge of project management tools and processes (e.g. management of integration scope, time, cost, quality, human resources, communications, risk and procurement)
? Demonstrated excellent oral and written communication skills
? Demonstrated strong leadership, negotiation problem-solving skills
? Excellent self-management and organizational skills
? Proven strong negotiation and conflict-resolution skills
? Demonstrated strong learning agility
? Recognized excellent interpersonal skills reflecting leadership and the ability to create a supportive work climate that values diversity and inspires teamwork
? Demonstrated flexibility to adjust quickly and effectively to frequent change and altered priorities
? Proven record of execution in both individual contributor and team settings; strong attention to detail
? Recognized ability to analyze both qualitative and quantitative data to measure progress and results
? Demonstrated strong computer skills; skilled at using Word, Excel, PowerPoint, and Microsoft Project; capable of maintaining the appropriate documentation in SAP
