Position Overview:
The Global Infrastructure COE delivers services that are both consumed directly by end users, as well as those that support applications delivered by other parts of the IT organization. The China Infrastructure Operation Manager must have a broad understanding of Lilly China and global infrastructure, and is accountable to provide IT leadership in the infrastructure service delivery area (covering all the Infrastructure day to day operation - Service Desk, Work Place Services, Mobility, Network, Platforms, Server Room, Security and LillyNet) for all the units in China (Affiliate, LRL, MICS, Elanco and LTC).
This position will have supervisory responsibility.
Report Line:
Direct report to China Infrastructure Senior Manager
Areas of Responsibility:
Primary communication liaison on a day-to-day basis regarding service delivery changes, problems
and recovery efforts
? As operational problems occur, reviews recovery and permanent fix plan
? Contact Service Provider(s) and staff with day-to-day corrections, plan/program changes
and any details/info necessary to resolve conflicts between customers and Service Providers
? Develop and distribute written communications as needed regarding new services, service
degradation and/or changes in policies
? Review and monitor service problems, change management processes, and escalation
procedures
? Ensure timely escalation and resolutions of actions items and issues with appropriate follow through.
? Provides early warning to IT management regarding degraded or missed service levels
? Participate and represent China in regular service reviews with the Suppliers (led by the regional SDMs)
? Provide regular IT Infrastructure operation report and dashboard
? Accountable to supervise and motivate the Infrastructure operation team. Continually assesses capabilities and priorities of the team.
? Demonstrates the ability to effectively communicate and influence.
IT assets/life cycle management and IT procurement/billing
? Work with partner to manage IT assets, ensure keeping traceable records of IT stock and timely update the inventory list
? Manage IT assets life cycle according to corporate IT policy
? Manage IT procurement based on IT budget planning, and ensure it's fully compliant with finance and procurement procedure/policy
? Work with vendor to ensure correct billing send to Lilly
Develop/Maintain IT Infrastructure Operation Process
? Maintain Infrastructure operation SOP, timely update and optimize to better support business needs
? Partner with GICOE regional and global team to develop new SOP when there is a new Infrastructure service coming
? Leverage and align GICOE regional and global operation SOP
Basic Requirements:
1. Multi-lingual (Mandarin and English)
2. Applied knowledge of ITIL v3
3. Process skills; an understanding of business value of services, associated costs, ability to work with supplier to ensure effective operations and agreed upon service levels
4. Demonstrated ability to assess customer/client needs, creatively approach solutions, decide and
influence appropriate courses of action
5. Requires a high level of learning agility to keep up with ever-changing business needs, architecture changes, vendor/supplier offerings and service changes.
6. Ability to find creative solutions when faced with limited options, strong problem solving skills
7. Ability to accomplish results through others, particularly by establishing relationships, effective
controls and monitoring processes
8. Proven negotiation and influencing skills
9. Strong collaboration and partnering skills
10. Strong verbal and written communication skills with the ability to articulate complex ideas in easy to
understand business terms to senior leaders
11. Knowledge of business environment, culture and service requirements
QUALIFICATION
? Bachelors Degree in computer science or related field.
? ITIL certified
? MCSE will be a plus
? CCNA/CCNP will be a plus
? Minimum 8 years' IT infrastructure maintenance experience includes 3 years in a IT management position
? Strong interpersonal skills and the ability to lead a team
? Fluent in English, both verbal & written
