Basic Job Requirements
1. Education in Piping Engineering or Civil Engineering
2. 10 plus years of experience in engineering industry
3. Knowledge of potential Client and China Supply Market
4. Experienced in Proposal / Estimate of Bulks like Plates, Piping, Fittings, Valves, Flanges, and Structural Steel
5. Experience in Frame Agreement establishment and management
6. Should have experienced or involved in large scale Refinery/Power/Mining & Metal Project
7. Strong negotiation skill
8. Excellent communication skill with presentation capabilities
9. Fluent English and Chinese both in speaking and writing


Other Job Requirements
Delivery:
1. Delivering significant year-on-year value delivery/landed cost savings targets for the specified category
2. Executing a pipeline of sourcing projects for the specified category to develop the supply base
3. Develop and execute the Frame Agreement for the specified category
4. Facilitate projects in issue resolution to ensure goods are delivered on time, in full and at the required quality
5. Developing/Maintaining/Updating Sourcing Strategies for the specified category
6. Material Outlook to provide guidance to projects in the demand/supply forecast

Supply Market:
1. Pro-actively identifying competitive suppliers in the specified region within the specified category through leveraging the global market knowledge and intelligence from both external sources and Fluor internal sources. Supporting the qualification of these new suppliers.
2. Managing and optimizing the supply base for the specified category
3. Identifying the key strategic suppliers and developing/managing the relationship with such suppliers
4. Understanding the cost structure for the specified category and support in developing cost model to find out the “Should-To-Be” cost
5. Interacting with projects to provide required support in order to ensure timely delivery in full at the required quality
6. Being sensitive to the market change and keeping agile in responding to such change by adjusting the sourcing strategy and supply base.
