POSITION: Accountant – Cost Accounting
REPORTS TO: Property Accounting Manager
1. Purpose: To establish and define the functional and operational responsibilities of the Accountant – Cost Accounting
2. Scope:
2.1 This job description will establish and define, but will not be limited to certain functional and operational responsibilities the individual is to effectively accomplish.
2.2 The employee’s job performance shall be measured, in part, against the degree of conformance to the responsibilities established by this job description and the effective accomplishment of those responsibilities.
3. Functional Responsibilities:
3.1 To provide necessary back up and support to all development costing stakeholders (including Development, D&C and Accounting team to cover budgeting, contracting, change management, invoicing and payment).
3.2 Coordinate the preparation of development cost reports in PMWeb.
3.2.1 Work with all team members to establish approved budget.
3.2.2 Ensure that contracts and change orders on design and construction projects are properly maintained in PMWeb (including review for appropriate signing authorities).
3.2.3 Ensure all project costs to date are included in the cost report (construction, consultants and TS fees and costs).
3.2.4 Work with project executives to update and review anticipated project costs, including monthly variance report.
3.2.5 Assist project accounting team to reconcile PMWeb development cost reports to general ledger and / or loan draws.
3.3 Coordinate with the project accounting team to ensure all invoices are properly entered and approved in PMWeb. Alert appropriate team members to resolve invoice approval issues. Reject invoices without proper documentation (executed contracts, executed change orders, lien waivers, etc.) proper signing authorities.
3.4 Assist I n the preparation of required project-specific reporting.
3.5 Provide necessary training to the project accounting teams to maximize the budget control and cost reporting of the projects in PMWeb.
3.6 Ensure the PMWeb are consistently implemented in China on all development projects.
3.7 To maintain a proper chart of accounts between cost reporting, financial reporting and management reporting systems to ensure consistent and accurate reporting.
3.8 To enhance internal controls by performing independent checks and balances between project team and D&C team from budgeting to disbursement.
3.9 Liaise with Design & Construction Accounting team in New York and OpenBox.
3.10 Where applicable, make recommendations on cost engineering / cost savings.
