POSITION GOALS

Responsible for contract management and cost control of projects. Deliver the project within budget.


DUTIES & RESPONSIBILITIES

Project cost management plan

- Establish a cost control system to identify increases in costs, both incurred and anticipated, so that timely action may be taken to remain in budget and agree with Client. Use the QS to verify any related costs.

- Instruct the Quantity Surveyor to develop cost plans for each stage of the project and roll up for the entire project cost.

- Manage value engineering process

- Prepare and monitor the cost planning against Client approved budget.

- Keep update with market information about material price

Risk management

- Establish risk plan to identify potential risk, indicate the impact and advice on risk mitigation

- Contingency policy management

Bidding & procurement management

- Establish project procurement strategy with Client based on specific project information and Client’s standard procurement policies. Outline the procurement packages and requirement

- Establish and manage the competitive tendering and selection process

- Research JLL VMS Platform for vendor’s / supplier’s capabilities, identify a pool of candidate vendors / suppliers for project consideration

- Prepare questionnaire for the potential consultant, contractor and vendors, complete the pre-qualification

- Develop standard contract documentation to include Client corporate standards guidelines and all commercial terms for the project.

- Review work completed by Quantity Surveyor, including budgets, bill of quantities etc.

- Consolidate the tender documentation

- Evaluate the bidder’s proposal

- Assist in the negotiation of contracts with an optimum mix of price and quality

- Assess the quotations submitted and selecting the bidders with which the commercial/financial negotiations may be conducted

- Set targets as to the result to be achieved in price negotiation

- Conduct the cost and contract negotiations at the appropriate management level

- Assist to negotiate contract terms, pricing and payment schedule, ensuring that the agreements with the vendors / suppliers are commercially advantageous

- Detail commercial assessment

- Complete tender report and provide the recommendation

- Prepare and issue LOAs, POs and formalize agreements with all finalized contractors/vendors

- Compliance with JLL procurement planning and transparency frameworks

Post-contract management

- Monitor and manage claims from contractors.

- Monitor and participate as key person in negotiation and settlement of all disputes between client and contractors

- Monitoring compliance with client and ensuring that all contractors are administered in accordance with the contract and project controls

- Develop any variation forms and verify costs with the QS prior to submitting for approval to Client.

- Manage cash flow and budget in conjunction with QS.

- Provide cost reports at regular intervals, giving forecasts of final costs, including costs of variations and the cost implications of extensions of time, and forecast completion dates.

- Certify and forward invoices to client for approval.

- Monitor payment schedule for vendors, consultants, suppliers and contractors.

- Maintain all records on the development of the budget

- Prepare final account documentation and agree settlements costs with all vendors and contractors. Use QS as necessary to manage verify final accounts.

- Manage Financial Handover and sign off by Client at the completion of the Project.

EMPLOYEE SPECIFICATIONS

Education /Work Experience Requirement

- A degree in architectural, civil engineering, or project management related discipline or related field of formal education

- At least 10 years work experience and in excess of 3 years as cost/contract manager

Technical and Administrative Skills

- Familiar with China contract laws and tender process.

- Familiar with one of the international contracts, such as FIDIC or JCT contract.

Business Skills

- Familiar with China construction market, regulations and general practices.

- Understand the legal environment for each project and be able to direct project avoiding any legal risks.

- Skilful in commercial negotiations with client, contractors, consultants and authorities.

- Demonstrate market analysis ability to identify right opportunities.

Interpersonal Skills

- Good communicator with client and vendors.

- Provide leadership to project cost/contract team.
