JOB SUMMARY
Manage the maintenance and utility team to support the operations of the plant to ensure the optimal and safe performance of plant systems, processes and equipment & facilities is maintained and achieves best efficiency by performing the following duties. His responsibility is also covering projects and investment for utilities to serve the growing demand of the facility, or to improve the energy efficiency of the factory.

ESSENTIAL DUTIES AND RESPONSIBILITIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily
? Manage overall maintenance and utility project costs and department budgets and ensure adherence to established financial parameters. Prepare to update and communicate project costs as needed to senior management.
? Take the lead to set up maintenance systems and procedures to keep the equipment and facilities in good condition and avoid the unexpected break out and emergencies. Keep on being informed the actual situation of the machinery and facilities.
? Manage all maintenance people and services to promote a proactive and skilled maintenance team that delivers high services in support of production equipment and systems that meet the needs of plant operations.
? Oversee the determination of department priorities in response to work allocation to promote stronger overall plant performance and increase the mechanical reliability of the operation while reducing down time.
? Ensure the maintenance and operation of the equipment, systems and processes for the overall facility meet compliance standards of all internal and external regulations applied to the business.
? Champion environmental, safety and quality initiatives designed to reinforce the core values of the business through technical implementation and changes to processes and systems at the plant.
? Review and evaluate bids and proposals as they relate to vendor selection in an expertise point of view.
? Manage spare parts warehouse to ensure the supply of maintenance tools and maintenance resources.
? Define the best Maintenance and Utility team organization which makes the most sense in terms of both employee well being and excellent service level. Manage, develop, coach and train subordinates in the department to promote employee growth, skills development and career progression.
? Develop and implement in house training programs that build core competence within the maintenance department to promote accurate and timely evaluation and repair of mechanical, electrical, programming and refrigeration systems, waste water treatment system and processes.
? Develop self-driven team and maintain the team high motivation with team work sense.
? Involve in the recruitment, performance improvement plan, training projects, behaviors supervision of his employees with the cooperation of HR.
? Undertake all necessary actions to promote excellent team work with peers in production, quality, warehouse, performance, supply chain, HR, and finance.
? Participate as a member of the plant leadership team in the development of plant strategies and cost saving initiatives that stream line operations and deliver performance improvements and operational savings.
? Perform other duties as assigned.

? Manufacturing environment operating in areas where high noise, machinery and chemicals are present

ENVIRONMENTAL RESPONSIBILITIES
? Oversee the efficient implementation of quality standards, programs and processes to improve operational efficiencies and reduce/eliminate production waste and spoilage.
? Support environmental programs established within the organization to include recycle all office wastes according to program guidelines, initiate power conservation techniques by turning off lights and Computers when not in use.
? Proactively look for ways to reduce negative impacts on the environment

SAFETY RESPONSIBILITIES
? Participate development and review on safety policy, objectives, golden rule, programs, standard. hold staff accountable for leading safety in the work place
? Perform safety policy and rules as role model, reach company safety objectives and goals,
Work hard for “Zero” accidents.
? Give basic safety training on employees
? Lead and(or) participate accident investigation
? Develop departmental safety objectives
? Perfect safety rules and standards with employees together.
? Perform safety inspections with line managers together.
? Perform SBO and safety dialogue with employees(include but not limited to direct reports)
? Organize departmental monthly safety meeting
? Participate and fully comply with the company Food Safety Policy and HACCP requirements.

QUALIFICATIONS
? Bachelor’s degree in industrial or mechanical engineering or equivalent combination of education and experience.
? Eight to ten years of experience in positions of progressively increased responsibility with the Maintenance function with a minimum of 4 years experience in a management position responsible for core facets of maintenance department services in a food manufacturing facility.
? Strong leadership skills to build a proactive team environment that is skilled and capable of responding to the current and future needs of the company.
? Excellent organizational skills to prioritize and execute inventory and preventative maintenance plans on a daily basis.
? Proven ability to take initiative and establish processes and programs while working independently.
? Solid written and oral communication skills in both Chinese and English.
? Computer literacy to include Word, Excel, PowerPoint and Outlook and a maintenance based software system
? Proven ability to participate as a member of the plant leadership team and form sound working relationships with all members of the organization
