职位描述

Occupational Summary:

The Associate Director coordinates the activities of the Research Administration Office. He or she consults on issues of concern regarding proposals and awards. The Associate Director is the primary negotiator for award and contract terms and conditions and is authorized to sign on behalf of DKU on proposals, awards, and contracts and to negotiate sponsored agreements. This person provides assistance to those submitting proposals and those who hold awards to facilitate the sponsored projects effort at DKU and works with the project personnel during the life of the project to manage expenditures, budget, and associated regulatory issues. The Associate Director works with the Controller’s Office for reporting, billing, and other related financial transactions.

ESSENTIAL DUTIES
Proposal Submission and Review (Pre-Award Administration)
1. Assist researchers in locating published funding opportunities both in China and abroad.
2. Provide guidance, interpretation and technical assistance regarding agency proposal guidelines to RAO staff, faculty, researchers and staff.
3. Provide assistance with proposal preparation if needed such as budget and budget justification, cost share documents, biosketches and other support.
4. Review proposals for compliance with DKU policy and agency proposal guidelines and policy seeking appropriate internal approvals when necessary.
5. Review budgets for accuracy, thoroughness and compliance with DKU rates and agency policies regarding allowable costs.
6. Review subcontract proposals for accuracy and completeness, if applicable.
7. Prepare and sign certifications and representations, as necessary.
8. Request, review for accuracy, sign and date any necessary internal approval forms such as the proposal routing form.
Award Review and Processing
1. Review award documents for accuracy and any required actions. Facilitate those actions when necessary.
2. Compare award documents to the proposal documents to ensure the combined file will be complete and accurate and requests any further required documents from the faculty member or the department.
3. Act as lead negotiator for in-coming grants and contracts.
Post-Award Assignments
1. Process various post award requests such as rebudgets, no-cost extensions, or any other requests that may require the prior approval of the sponsor.
2. Review monthly expenditure reports on all awards for allowable costs and appropriate balances.
3. Coordinate with researchers and the Comptroller’s Office to ensure that any required programmatic and financial reports are submitted in a timely manner.
4. Act as the liaison between DKU and sponsoring agencies representing the DKU faculty, researchers and staff to outside agencies and sponsors regarding proposal and award information.
5. Oversee the daily maintenance and management of the office filing systems to track proposals and awards and any other system that may be required to keep DKU in compliance with its sponsors.
Research Administration and Regulatory Compliance
1. Maintain a keen awareness of government regulations to ensure DKU compliance with regulations by managing internal processes and communicating with faculty and staff.
2. Develop and deliver timely training workshops and seminars in order to keep faculty, researchers, and staff well informed about DKU and sponsoring agencies’ policies and procedures.
3. Collaborate with the Director and other administrative staff as appropriate to research, develop and draft research administration policies and procedures.
4. Represent DKU as necessary at internal and external meetings and conferences with faculty and staff.
5. Actively represent and promote the interests of DKU with all sponsoring agencies both governmental and non-governmental.
6. Participate on research and compliance committees as assigned such as the Internal Review Board, the Institutional Animal Use and Care Committee, etc.
7. Oversee and manage the Research Administration staff of the RAO in accordance with DKU human resources guidelines and procedures such as annual performance reviews.

Perform other related duties incidental to the work described herein.


Minimum Qualifications

Candidate should possess undergraduate degree with a graduate degree preferred. He or she should have 5 to 8 years of directly related grants administration experience preferably with increasing levels of responsibility within the academic community or governmental agencies. The candidate should have a thorough-going knowledge of the pre-award function and have considerable knowledge of funding opportunities, funding agency guidelines, and proposal development. The ideal candidate will also have some employee management experience. Fluency in Mandarin and English required.
