职位描述

Requirement:
Education: Master degree in Business Administration with major in HR, several years of professional experience in
international HR work in a Western company
Work Status:Permanent resident with legal work authorization
Language(s):Business English fluent
Responsibility:

? HR-Strategy (aligned and agreed with VP Human Resources)
? Define and implement the local HR Strategy (Policy) in line with the global HR Strategy (Policy) in coordination with the local GM and local management team
? Transform company values into the local cultural environment, be sensitive and conscious about ethical and cultural aspects in the local organisation and its global context, and own corresponding HR initiatives to foster the local and global cooperation. Take responsibility for HR policies, regulations and job specifications based on legal requirements, company values and commitments.
? Own the local implementation of HR concepts based on agreed frameworks and coordination with HR Headquarters

? HR-Planning
? Contribute to the design and stepwise development of the local organizational structure in close coordination with the GM. Take ownership for the HR administrational aspects (documentation, approval) and communication with HQ.
? Plan the local work force in coordination with the GM, involved managers as well as agree with HQ. Take responsibility for all related administrational tasks and reports to HQ (i.e. submit and finalize JAR, Job descriptions and specifications incl. salary grading)
? Simultaneously grow sales

? Recruiting
? Own the employer brand development of PULS in the local job market
? Develop and implement a targeted staffing strategy including evaluation and implementation of new recruiting tools, marketing – job fairs and cooperation with selected organizations and the media
? Select and maintain relationships with key personnel consultants, agencies etc.
? Coordinate the internal processing of job applications, interviews in coordination with the line managers. For key functions the GM, for management level positions HR Headquarter to be involved.

? Compensation & Benefits
? Initiate new or enhanced local compensation models as well as evaluate and propose adjustments of fringe benefits and variable wage elements
? Elaborate salary surveys based on internal references or market studies
? Take full ownership of the annual salary review process from market study and decision paper to HQ/President´s approval and local implementation
? Own the annual performance/MBO evaluation
? Lead projects concerning compensation & benefits respectively contribute to cross-site projects
? Ensure the salary administration (payroll, overtime)

? People Development (in close coordination with global process owner)
? Performance Management
Maintain and develop systems and tools for local performance management (GEP, OEB)
Consult and support managers and employees in the effective application of such instruments
? Career Management
Define, evaluate and develop career models to support our company goals and match with individual career aspirations
Development of managers, staff and operators
? Skills and competencies
Define and groom skill and competency models within the local organisation needs and own the process of regular appraisal of performance and the identification of human potential of employees
? Training/Education
Coordinate the development of the annual training and development plan based on the company goals.

? HR Controlling
? Oversee the routine HR Reporting to HQ with regard to timeliness and accuracy
? Analyse the results and initiate appropriate actions

? Project Work
? Actively participate in local and global HR projects as leader or team member to achieve set business goals

Professional Experience:
? 5-10 years of experience as head of HR with profound experience in HR in a Western production company
? Experience concerning further development and optimization of a company organization and hence deduction of a local HR strategy
? Experience in HR-key aspects like recruiting, personnel development, compensation & benefit as well as HR controlling. Pertinent experience regarding collaboration with public authorities. Very good knowledge in labor law.
? Demonstrated success in growing an organisation as well as in overcoming obstacles in own and adjacent functional areas
? Strong management, leadership and teambuilding skills, as well as strong company orientation
? International exposure, preferably from working for or with European firms. Track record of aligning global HR strategy with local market in China.
