JD – HSE Manager


Description:

Promotes and maintains regulatory compliance through overall direction of the safety, health, and environmental programs ensuring awareness of current and future regulatory impacts at all organizational levels ensure full compliance.
Anticipate regulatory impact and develop & implement proactive strategies including prevention oriented systems
Establish site safety, health and environmental programs, integrate HSE management system into site safe work process
Perform site HSE audit, track timely closure of all corrective actions
Provide HSE training to employees, introduce best HSE practices
Participate in new project safety review including preliminary review, process safety review, PSSR
Provide PPE according to site risk assessment
Full support on incident investigation and provide solution to avoid reoccurrences, consolidate incident report
Fulfils leadership role in the integration of environmental and safety excellence with plant and SM goals
Leads plant efforts towards Responsible Care Management Systems
Assures the integration of technical HS&E requirements in alignment with Honeywell Behaviors as well as site needs.
Actively supports business growth initiatives such as AOP, STRAP, Corp. HSE&R governance, auditing, management systems, best practice exchanges, compliance initiatives and governmental reporting.
Successfully integrates HS&E team and processes with operations and business segment enterprises.
Provide coaching and professional development to maintain HS&E team technical expertise sets department and personal goals and reviews performance of staff members on a regular basis.
Establish & maintain a teamwork environment in support of customers and site teams.
Establish objectives and metrics in alignment with company HS&E vision.
Manage expenditures in accordance with budgetary process.
Assists leadership in strategy preparation, budget process, project review processes and cost effective programs
Participates in advocacy activities at the community, legislative, regulatory and trade association to minimize impacts on plant goals
Directs a strong safety awareness program to drive safety culture change, insisting on consistent implementation of policies and procedures
Supports and participates in productivity improvement efforts, including Six Sigma and Lean activity
Interface with regulatory agencies relative to HSE inspections, inquiries and associated corrective action plans.
Track timely closure of all HSE actions in event tracking system. Create continuous improvement process to assess HSE events and their root causes and affectivity of corrective actions implemented
Other duties and assignments as necessary.

Qualifications:
BS in Chemical Engineering, Chemistry, environment or equivalent; MBA a plus
China Certified Safety Engineer
10 years experience in chemical manufacturing environment
Proficiency in PC applications including databases, word processing, spreadsheets
Demonstrates urgency in achieving goals
Delivers on commitments
Champions and removes barriers for teams
Ability to work well with all organizational levels
Ability to organize and prioritize complex and varied tasks and projects
Ability to recognize strategic opportunities and focus HS&E resources to meet critical business needs
