Job Description: PRE Operations Manager – Cluster GCH
Organizational context
The Philips Real Estate (PRE) organization carries a worldwide responsibility for all company real estate issues and Facility Management related services. To allow for managing this responsibility, the PRE organization is structured around services and programs that are delivered by Service Lines following the RE life cycle. The Service Lines are responsible for the implementation of these programs and their operation. This includes deployment of global policies, guidelines and programs, such as Total Facility Management (TFM), Work Place Innovation and Portfolio Planning.

The Service Line Operations Management has organized the delivery of the majority of their services through strategic partnerships with Service Providers. Within the Service Line Operations Management (OM), the Operations Manager – Cluster Greater China (a.ka. Cluster Operations Manager) is responsible for the service delivery to all the buildings in a cluster of countries (a.k.a. markets) and is key in managing the implementation of Philips Real Estate programs and the ongoing operations of the TFM program, including budget, resources and the relationship between business and the TFM service provider.

Such is executed at site, country and regional level, whereas focus shifts from tactical to strategic as the span of control increases. Strategic management of the program includes stakeholders relations, the alignment of the Operations organizations services (including the Service Provider) with short and long term business requirements and the integration of complementary PRE initiatives. Strategic management also extends to the proactive development and management of initiatives with PGP such as energy purchasing. In short: the cooperation with other internal stakeholders and Philips General Purchasing is crucial.

The Cluster Operations Manager has a single (solid) reporting responsibility to the Operations Manager APAC. The Business Partner will be the co-assessor for the Cluster Operations Manager.

Development
Philips Real Estate, the services delivery as a whole and the TFM service providers are still developing and maturing. The ambition has been well described, and accordingly PRE is going through some major changes just now. To realize this ambition, the Cluster Operations Managers are key.
The job is graded at CG80.
KAR’s
Scope
1. Full OM service scope: Site Management Services, Building Services (Repair, Maintenance, Cleaning), Interface Services (Moves, Reception), Employee Services (Vending, Wellness), Industrial Services (Industrial Waste)
2. Regional scope: Greater China
3. End scope will be above 60 buildings, 300k square meters and 36M€ building costs
Customer Relation Management
1. Engages with and influences dispersed and culturally diverse stakeholders, ensuring an appropriate level of customer / stakeholder intimacy on site level.
2. Reviews and approves work in order to assure a quality outcome for high customer satisfaction
3. Optimizes real estate portfolio in the cluster by meeting people-to-seat ratios, space utilization requirements, vacancy levels and cost constraints
4. Finds appropriate balance between requirements for global consistency and national practice variation
Strategic Partner (Service Provider) Management
1. Proactively manages Strategic Partner for the cluster
2. Ensures that Strategic Partner defines, leads and optimizes adequate supporting and continuous improvement processes
3. Works with Strategic Partner to control Non-Core spend and any required building dilapidations at end of lease.
Performance Management
1. Full responsibility for the P&L of the cluster, covering all major costlements
2. Measures and guards customer satisfaction at cluster / country level.
3. Ensures the implementation of PRE policies and strategy
4. Is actively challenging the other clusters in the region.
