ACCOUNTABILITIES/KEY MEASURES/职责/主要衡量指标：
？ Facilities Management:
- Coordinates and communicates with Facilities site lead, clear understand the business requirements for daily facility operations;
- Be responsible for the daily facility operations like chilled water system, air plant, electrical system, air handling units, etc to make sure the Operation can receive the solid services to maintain their core businesses;
- Adopt and implementation of the MDD Facilities Strategic Master Plan;
- Develops and reviews procedures for preventive/predictive maintenance of utilities equipment, ensures that the required preventive/predictive maintenance is performed as per procedures;
- Reviews the cause of major repairs with affected operations management to prevent recurrences;
- Analyzes failures, breakdowns and repetitive repair causes
- Responsible for the maintenance and repairs of buildings, grounds, landscaping and parking areas;
- Responsible for the housekeeping of all buildings;
- Responsible for the proper operation and maintenance of Fire Alarms and Protection system for the entire site, which includes the Fire Pump, sprinklers, valves, etc;
- Responsible for the maintenance of all plant grounds, landscaping and parking areas;
- Participates in continuous improvement teams and generates, develops, evaluates innovative ideas. Recommends cost improvement projects. Develops and implements energy conservation plans and projects;
- Tracks and maintain performance metrics and provides data and recommendations to aid management in making decisions;
- Under the guidance of regional MDD Facilities Team, assess space requirements and develops space plans for current and future operations from concept to completion;
- Collects and reviews data concerning facility’s specifications, company or government restrictions, pass them to regional MDD Facilities team to support the future development
- Directs the inspection of construction and installation progress to ensure conformance to established drawings, specifications and schedules;
？ Financial Budgeting:
- Following the financial information received from the MDD organization, be responsible to manage the daily facilities operation to meet the financial target;
- Develops funding recommendations and obtains management approval for both capital project to support core business, and for future facilities improvement projects;
？ Project Delivery:
- Work with the regional/corporate MDD Facilities Project team to deliver the capital projects;
- Manages project resources, including vendors and contractors;
- Provides project support including scoping/defining projects, developing projects metrics and reviewing project status and deliverables;
？ EHS management:
- Be familiar with both J&J corporate EHS requirements as well as local code requirements; under the support from the specialist from MDD Facilities team as well as the regional EHS organization to make sure daily operation full comply with code requirements;
- Manage the daily activities of the on-site contractors, makes sure all the daily activities meet all
applicable EHS requirements.
- Lead audits, inspections to make sure the 100% EHS compliance.

- Manage the group of the staff within the engineering solution team; identify and develop the potential talents for our organization.
- Be responsible for interviewing, reviewing, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Required Competencies and Skills/所需的能力与技能:
？ Bachelor of Science Degree in Mechanical and Electrical Engineering.
？ Advance computer skills and use of software application(s) like ACAD.
？ Familiar with GMP requirements.
？ Similar industry background.
？ Self starter capable to work with limited supervision.
