职位描述

The company:
Company is a fundamental departure from traditional manufacturing concentration to a total gas application focus. Selling "solutions " to the world's growing demand for a broad range of new products, technologies, and applications is the defining characteristic of the company. They comprise four complementary manufacturing and service businesses that, combined, form the world's leading technology, service, and manufacturing network for gas applications involving pressure vessels and precision valves. They operate 20 manufacturing, sales, warehouse, and service facilities in six countries on four continents and markets its products in over 80 countries worldwide.

The position:

The HR administrator assists HR management team to ensure a smooth HR operations in Beijing. He/she plays the role as HR generalist to coordinate the implementation and formulation of policies, procedures, principles and administrative matters in accordance to TWB Corporate, Plant policies and Local laws and practices in a professional and cost effective manner.

Key Responsibility

1.1 Recruitment & Selection
a) Coordinate requirement at all levels ensuring competence in recruitment and selections, participate in recruitment of all level staff as appropriate, advise and support line managers to improve ability to forecast, attract, and integrate new skills in line with business plans;
b) Relations with relevant social organizations and local labor relation's environment, employment agent;
c) Identify and adopt relevant interviewing techniques to effectively obtain desired information and secure cooperation, and to assess suitability of candidates;
d) Coordinate and Supervise: Job applications and maintaining CV's to include assistance with interviews & inductions; Liaise, process and utilize agencies on recruitment issues; Placing advertisements on the intranet & daily newspapers and its follow-up; Arranging pre-employment medicals & drug tests as required.

1.2 Compensation & Benefits
a) Maintain District Level Salary Scales & Structure and consistency for all positions within company guidelines;
b) Participate in designing programs to develop positive employee relations, reward system, and compensation & Benefits system;
c) Review requests for new /revised roles, coordinate final job profile content with line managers, and recommend appropriate compensation package;
d) Apply statutory requirements of terms of employment, inclusive of compensation & benefits requirements;
e) Assist HR management team for related C&B reports and data matrix.

1.3 Performance Management
a) Build and instill performance driven culture across the organization and provide consultancy to other departments;
b) Ensuring that Performance Appraisals s being conducted at least once a year for All Employees;
c) Review, and implement all Performance Improvements required;
d) Coordinate and deliver performance management related training and communication program.

1.4 Training & Development
a) Develop and implement the Training Matrix and Annual Training Plan to ensure all employees receive sufficient training required to perform their job functions in accordance with their PDP;
b) Develop a follow up system to assess the effectiveness of training and development programs. Including the updating and analysing of the Monthly Training Report;
c) Host and organize all Region Wide training held in their location effectively and efficiently;
d) Participate in designing programs to develop positive employee relations/communications, including new hire assimilation, employee development, and talent management;
e) Apply talent and succession management models and theories into practical applications; Formulate strategic plan for talent and succession management that supports the business goals and to develop and retain key talents.

1.5 Employee's Relation
a) Maintaining and further developing effective, pro-active HR related policies/procedures and processes in the company;
b) Participate in designing programs to develop positive employee relations/communications;
c) Develop and maintain a friendly working environment and positive culture within the organization;
d) Plan and devise system to effectively administer Employees Welfare services.
e) Establish policies that make our client a preferred employee.

Expatriates:
including but not limiting to: Employee Transfer or position changes; Employee Visas & Immigration; Employee Medical Insurance Plans; Employee Housing; Act as focus point on personal issues, such as work permit and company housing; Liaise with legal representatives as required on HR/Immigration issues;

1.7 HR Project Management
a) Ability to plan, manage and control the activities and the resources of a project within existing constraints (time, budget, legislation) and Leverages resources and drives the completion of projects and initiatives;
b) Systematically identifies, analyses and solves issues and problems, considering different alternatives to reach optimum solutions in a timely manner;
c) Monitor, evaluate and compare the planned vs. actual results to ensure the status of the project cost, schedule and technical performance objectives conform to the project plan;
d) Competently and professionally monitor, record, evaluate and report the progress of project and expedite any delayed activity in order to meet the project schedule, quality, budget and customer's requirement;
e) Making sure that information is clearly communicated and resources are in place to support the project.


1.9 HR Administration
a) Ensure functions relating to the following activities are undertaken in a timely & effective manner to include: Employee Records (both hard copy & e-file); Employee Induction; Employee Agreements; Employee Relocation; Employee Transfer or position changes; Employee Pre-employment medical test; Employee Exit Interview;
b) Ensure that Company-wide HR events / projects are organized and managed effectively through thorough understanding of Event Management protocols, procedures and processes;
c) Conduct, administer and prepare necessary details for HR meetings with regards to TWB's corporate image as an international entity;

External relations: like the environment bureau, work safety bureau, social security bureau. Public security bureau, etc


Requirements

?Degree in HR Management or any related discipline or equivalent
?Minimum 3 years of working experience with comprehensive knowledge on HR functions
?Good interpersonal and communication skills at all levels
?Able to work in a multi-national and multi-culture environment
?Strong leadership, managerial, mentoring and counseling skills
?Responsible, organized and professional in handling confidential information
?Resourceful and result-oriented
?Analytical and computer literate
