职位描述

Purpose, Duties and Responsibilities
The purpose of the Head of Project Management Office is to manage and lead a team of project managers to deliver service and projects within the organization to customers within China.
Provide coaching and guidance to project managers
Review and monitor the project managers’ deliverables to ensure quality delivery within the agreed scope and timeline.
Manage inter-project dependencies and facilitate project resource prioritization
Track, monitor and report team and individuals’ key performance indicators
Track, monitor and report project portfolio status, issues and risks
Identify and manage project/program risks, track projects/program to successful completion.
Establish and maintain good working relationships with customers and 3rd party vendors.
Enforce processes within the project management organization
In absence of standard processes, to develop and implement processes for the team upon approval from HQ.
Participate in presales activities to scope the effort and timeline for new initiatives or proposals
Manage large scale projects or programs for customers within China
Communicate status, issues and risks to key stakeholders.
Develop and maintain accurate, detailed plans and ensure on-time delivery within allocated budget.
Manage project scope and minimize scope creep as well as change request management.
Manage, plan and drive requirement analysis, design, development, testing, training, migration, implementation/deployment and post implementation support.
Manage and ensure official acceptance of the project deliverables from the client.
Establish and identify project team members required to deliver the projects/programs.
Provide leadership and guidance to project team members as well as project managers.
Manage project managers and team members on their performance, productivity as well as delivery of the project deliverables.
Drive project status meetings with team members as well as raise project issues with proposed recommendations to Steering Committee for resolution.
Manage 3rd party vendors involved in the project / program delivery to ensure timely delivery of required deliverables within the scope of work.
Perform hands-on analysis, design, development, testing, implementation and post implementation support, when required.
Conduct lesson learnt and provide input to continuous project management process improvement.
Maintain project and program documentation and to encourage storage of documentation among the team to the required document repository.
Regularly report and communicate status, issues and risks to the customer specific Service Delivery Manager.
Encourage contribution and contribute knowledge items to the knowledge management system.
Serves as the single point of contact for the assigned project.

Key Accountabilities and Authorities
Accountabilities
On a monthly basis report on the project/program portfolio status and performance in the approved format
On a monthly basis report on project /program performance in approved format (for internal and external)
To manage the day-to-day project/program related activities to ensure deliverables completion with quality in a timely manner within the required scope.
To manage the project managers to ensure overall project/program objectives are met
To provide feedback to the line-managers on the project performance of individuals assigned to the respective projects.
To be aware of special activities/events that will have potential impact on the projects/programs.
To ensure that the delivery scope provided is within the scope of the contract.
To manage change request as per the change request process.
To ensure the stakeholders receive the appropriate level of communications with regards to project/program status and progress.
To ensure that the project management processes are adhered to.
To review and approve the project related claims of project team members (for projects directly under him/her) as well as project managers
To ensure that detailed transition plans are put in place in the event of resource changes.
To manage customer expectation in terms of project/program scope and delivery.
Provide competence center with input on the assigned support resources competence level on a periodic basis as defined by the competence centre.
Capture best practices and re-use learning’s across other projects/programs. Share knowledge and innovation with other project managers and the knowledge sharing community at large

Authorities
The Head of Project Management Office (China) has the authority within the assigned projects /programs to:
Approve claims of project managers
Approve claims project team members related to the project.
Approve leave for project team members assigned full time to the project.
Request the resources required to complete the project within the budget of the project.
Review and approve all project documentation prepared by the team prior to distribution to customers.
Assign and prioritize tasks to resources within the team based on the scope specified in the resource request forms.

Recommended Experience and Education
Degree or equivalent in Computer Science or Information Technology
System Implementation /Deployment Experience
Project Management Experience
System Development Experience
System Integration Experience
Strong Communication Skills (Verbal & Written)
Negotiation and Influencing Skills
Stakeholder Management
Risk Management
Certified in PMP or PRINCE2
