Strategic Sourcing Manager

Function: Global Purchasing
Location: Shanghai, China

The Purpose of the Role
The main purpose of this Strategic Sourcing Manager role is to manage purchases on an area, business, and/or project basis. This role creates value by providing appropriate input into the development and implementation of sourcing strategies. This role is also responsible for the implementation of commercial agreements and related work processes in accordance with the strategies within the geography.

Business Specific Criteria:
o Focus on supporting various Dow businesses primarily for direct materials (raw materials, packaging, external manufacturing).
o Commercial experience and technical understanding of joint product development, external manufacturing, customer quality assurance, research, testing, simulation requirements of materials utilized in the chemical industry.
o Ability to deliver sourcing knowledge and skills requiring speed, flexibility, and innovation to meet the very rapidly growing demands of the business and downstream customers.

Primary Responsibilities:
o Working with system data on actual purchases, identify value opportunities, develop strategic and tactical plans to capture value, align with partner strategies, negotiate and implement local / regional supply agreements.
o Implement commercial agreements and associated work processes within area of responsibility including the development of low cost country opportunities
o Provide sourcing support for businesses or functions by working with the partner to clarify the scope of service, quality, volume, and logistics requirements. This may include the suggestion of sourcing alternatives available to partners, should requirements lists be modified.
o Identify suppliers capable of meeting business requirements, developing pricing that is consistent with business requirement, and maintain communication with internal client.
o Negotiate commercial agreements or spot purchases required to support business partners, manufacturing sites, and capital projects.
o Utilize available e-Sourcing tools (e.g. e-RFI, e-RFQ, e-Auctions) to the fullest capability.
o Interact with other Strategic Sourcing Center personnel to develop best practices and leverage learning experiences.
o Identify opportunities to improve the efficiency and effectiveness of the Strategic Sourcing Center. Lead the elimination of redundant or otherwise unnecessary activities.
o Maintain basic knowledge of suppliers and relevant market developments such as mergers & acquisitions, financial status, and changes in key personnel.
o Resolve process or supplier related issues as escalated from the Business, Research and Development, Supply Chain, Manufacturing, Engineering, and / or the BPSC (Business Process Service Center) APAY and Transactional Purchasing team.

Education / Certification / Experience Requirements:
o Bachelors Degree (4 year) in chemical engineering, chemistry.
o Work experience should include membership in dynamic, results oriented teams; work with multiple functions or businesses
o Minimum 10 years industrial or applicable experience
o Six Sigma experience desirable
o Language: Fluent in English (both written and spoken), with additional capability in Japanese if possible
