职位描述

Candidate Qualification
- Engineering background in mechanical construction or material science or metal machining/forming higher education, with min. 3 years of engineering goods purchase experience and certified commercial qualification
- Experienced in supplier-market analysis, sourcing, developing suppliers with primary focus on mechanical parts, but also include specified material groups for local production needs in China
- Familiar with processes regarding certificate requirements e.g. 3.1, as per drawing, Technical Delivery Conditions, norms, standards, specifications, as well as related manufacturing requirements and quality assurance method
- Demonstrating strong skills and knowledge in internal-communication, external-negotiation, logistics processes
- Experienced in supply chain management to reduce inventory while optimizing processes as a project manager or member in a project team
- Ability to analyse integrative quality processes holistically – from the supplier to internal & external customer
- In addition to studied theoretical knowledge, the job candidate must possess minimum 3~5 years prior hand-on working experience in manufacturing industries, dealing directly with domestic and overseas suppliers, logistic service providers (LSP), land-/air-/sea-carriers and forwarders, custom broker, international and domestic trade norms and standards, planning/ forecast/scheduling, documentation handling, order- invoice-payment management, OTD performance and trend analysis, lead-time reduction, update and follow-up domestic and international statutory requirements and standards, secure transport packaging solution
- Able to implement dedicated material groups based on sophisticated purchase specification as well as supporting supplier-quality engineering for lean and efficient projects
- Success experience and ability in project management as well as teamwork and support decision-making
- Set-up and continuous improvement of transparent supply-chain quality gates in close conjunction with suppliers and colleagues
- Profound knowledge in SAP Sales and Distribution, PP, MM module is a must
- Strong but friendly manner in inter-personal and cross-process skills, able to work long hours under pressure
- Fluent English reading, writing and speaking, German language skill is a plus
- Familiar in modern supply-chain management concepts and personal involvement in their practice
- Prior professional experience in both engineering construction and improvement of supplier chain for inbound and outbound processes by defining and implementing Standard Operating Procedures (SOPs)
- Sound channel knowledge and contact networking with raw material and commodity market
- Strong capability in handling supplier-bases/-channels/-development/-retaining/-improvements/-audit, daily purchase, commercial order, certification, documentation, design change in a self-disciplined and structured way
- Willing to share and synchronize with PCM and campus to standardize and uniform process
- Able to travel extensively and be away from home for extended period of time
- Formulate and maintain regular status reports of projects, process and commercial handling as per defined KPIs
- Able to assist and implement purchase specification and logistic lean and efficiency project
- Success experience and ability in project management as well as teamwork support
- Set-up and continuous improvement of transparent supply-chain control gates in close conjunction with supplier and colleagues, as well as implementing corresponding IT functions
- 1~2 years of supplier quality and process quality experience is a plus


Daily Responsibility
Responsible for:
- Local China suppliers development based on PCM local sourcing procedure
- RFQ process, achieve targeted cost reduction and payment term
- First Article Inspection (FAI) approval process, in aspects of engineering, tooling, sample making, inspection, delivery, final approval, small batch ramp-up, leading to normal daily purchase, etc.
- Responsible for suppliers contract signing
- Manage and optimize suppliers’ performance on legal compliance, accreditation & certification, quality control, continuous purchase cost reduction and delivery reliability
- Coordination with suppliers scheduling, internal customer/production/in-house logistic processes
- Requisition response/Purchase Order/Invoice/Payables/Payment/Local Supply Inventory Control
- Expediting supplier Order Acknowledgement and deliveries, forwarding lanes
- Internal-/external- commercial documentation, invoicing and payment
- Manage and optimize commercial efficiency and performance enhancement
- Manage and optimize purchase order handling practice in reference to PCM standards and process needs
- Supplier OTD performance and trend analysis, maintain and update statistical database
- Propose, define and agree with managements Local Purchasing Strategy, Action Plan and Measurable Targets
- Execute, review and achieve a.m. Local Supply Strategy, Action Plan and Measurable Targets
- Market research, RFI, RFQ, clarification, pricing, qualification, bidding, negotiation, contract, certification, documentation, commercial processes, supplier-bases/channels/development/retaining/improvements/audit, with cost-effective and lean interface internally to warehousing, in-house material flow and production

- Plan, assess, initiate, establish, organize, implement, develop, steer, check, review regular and cyclic status reports, improvement proposals and action items of lean and efficiency projects in whole Local Purchasing chain from upstream material/service/tooling suppliers, factory in-house work cells, downstream to customers
- Externally work with, implement monitoring and control, continuously improve performance of domestic and overseas suppliers and logistic service providers (LSP), supply chain and trade-lane management, international and domestic trade norms and standards, supplier partnership and satisfaction surveys
- Internally work with, implement monitoring and control, continuously improve Local Supply performance in planning/ forecast/scheduling/execution/expedite, documentation handling, Purchase-Order processes, inventory movement, material flow, invoicing and payment, regulate supplier OTD and JIT performance, undertake trend analysis, act on lead-time reduction, update and follow-up domestic and international statutory requirements and standards, secure stock-turns, minimize Local Purchasing risk and waste
- Optimize Local Purchasing logistic efficiency and performance enhancement
- Engage Local Supply in reference to legal requirements, PCM standards and process needs
- Local Purchasing supplier quality and lead-time reduction, following up correctional measures
- Identify Local Supply internal material handling needs, optimizing material movements, take appropriate action on Safe-to-Handle & Ship-to-Line & Fit-to-Shelf package and build up supplier Kan-ban scheme
- Complete Local Supply internal/external supply flow (storage, marking, packing, labelling, transport)
- Build up Local Supply information sorting structure and update for internal and external need
- Ensure internal and external need for update and realization of commercial information
- Document control, handling and archiving
- Manage complete local material trade lane (internal, external, storage, intermediate packing and transport)
- Supply-chain and forwarder lead-time reduction and following up correctional measures
- Integrate purchase order handling seamlessly into sourcing-, purchase-, production-, supplier- process
