Responsibility:
1. Lead Supplier Pre-qualification on potential Low Cost Country suppliers (LCC) and manage NDA (Non-Disclosure Agreement with suppliers to ensure company's IP is properly protected
2. Issue Request for Quote's, Request for Proposal's, Request for Inquiry's, and Purchase Order's. While procuring goods and services need to be protective of company's confidential information and only provide details under appropriate non-disclosure provisions.
3. Lead RFQ development and evaluation to facilitate global competitive bid on Honeywell projects around the world.
4. Lead the development and implementation of sourcing strategies for specified categories and key suppliers within the region in conjunction with, and supporting Honeywell function team and assure that the category is purchased in the most value-added manner.
5. Actively manage expediting, receiving and logistic coordination with suppliers to resolve potential issues and ensure timely delivery, proper packaging for export and minimize potential risk of site coordination issues.
6. Develop Supplier Relationship Management activities in line with company policies and processes to ensure equipment is purchased in a most value added manner.
7. Understand Supply Market in low cost country and able to identify the most competitive suppliers to ensure lowest total cost ownership; Develop and maintain monthly supply market watch to ensure a clear visibility of Supply Market in both short term and long term trend.

Qualification:
? B.S. or above in a related technical discipline, project management, or technical fields related to the refinery or petro-chemical industries.
? 5 years of experience or equivalent, including 3 years procurement or engineering (or related) experience
? Travel both domestically and internationally is possible although not a high percentage of the work.
? Knowledge in packaging, import and export coordination
? Proficient in the English & preferably Mandarin both in spoken and written forms
? SAP proficiency is a plus
? Knowledge in fabricated equipment
