Occupational Summary:

The Controller of DKU will be responsible for the establishment, execution, and maintenance of core accounting and financial processes, systems, and controls of DKU, and will serve as part of the DKU financial leadership team.

ESSENTIAL DUTIES

In executing the responsibilities below, the Controller will consult with and receive guidance from relevant officials of Duke University, as well as from peers and colleagues at Wuhan University and within the Municipality of Kunshan.

Financial Oversight

· Establishes financial systems and processes designed to manage and safeguard DKU assets and to enable appropriate oversight of the overall financial status and performance of DKU.

· Generates and delivers information on the financial status and performance of DKU to senior leadership team of DKU, as well as representatives of Duke University, the Municipality of Kunshan, Wuhan University, and other interested constituents, including government agencies and officials, as well as programmatic leadership within DKU, as appropriate.

· Develops and executes an annual budgeting process that provides necessary financial context within which to evaluate actual financial outcomes; establishes, communicates, and maintains an appropriate cost allocation model among programs to support the budget cycle.

· Supports the development of individual program budgets, partnering with academic leaders at DKU and from Duke University as appropriate to understand underlying assumptions and direction.

· Manages external audit and external financial reporting processes in a manner that confirms that proper accounting methodologies, techniques, and policies are in place to support DKU.

· Anticipates and develops mitigation strategies to address prominent financial risks to DKU.

Banking and Cash Management

· Establishes and manages local banking relationships, cash flow, and the DKU debt portfolio.

· Provides for the efficient and effective collection and disbursement of DKU financial resources.

· Ensures the availability of sufficient financial liquidity to support the daily operations of the campus, coordinating with founding partners of DKU as well as other sponsors and donors as appropriate.

· Establishes systems and processes to enable appropriate oversight of the cash position and activities of DKU, including all inflows and receivables, as well as outflows and amounts due.

Ongoing Financial and Operational Support of DKU

· Provides timely and accurate pay to DKU employees; ensures remittance of payroll deductions to federal, state, and other agencies, as well as the filing of required governmental reports by the appropriate deadlines.

· Supports the efficient and effective procurement of goods and services across and beyond campus through the establishment and maintenance of vendor relationships and appropriate policies and procedures; ensures the related remittance of DKU payments to vendors within an appropriate internal control environment.

· Ensures timely and accurate maintenance of the DKU general ledger enabling effective financial management and compliance with all periodic financial reporting and remittance requirements (e.g. tax filings and remittances) of DKU and local and PRC government agencies.

· Monitors changes to government regulations to ensure DKU compliance with such regulations.

Research Administration and Regulatory Compliance

· Partners with colleagues at Duke University and Wuhan University, as appropriate, to ensure that appropriate administrative practices and controls are in place to support the conduct of World-class research at DKU consistent with expectations of federal, state, and private research sponsors within the PRC, USA, and other nations.

· Oversees the management of DKU’s sponsored project funds; meet all internal and external date requirements for related reports, billings, and postings of general ledger transactions.

· Participates in the development and documentation of cost accounting standards for DKU to ensure that relevant costs are assigned to research sponsors.

· Partners with colleagues at Duke University and Wuhan University to ensure that local PRC requirements regarding the conduct of research are met.

Perform other related duties incidental to the work described herein.

Minimum Qualifications

Candidate should possess undergraduate and graduate degrees, with MBA, CPA, and/or JD preferred. He or she should have at least 5-7 years of experience in financial and/or operational management of an organization of similar scope and scale, preferably including experience relevant to the field of the Higher Education. Track record should evince the candidate’s depth and breadth in finance, familiarity with international accounting standards and sophisticated financial systems, as well as an entrepreneurial orientation. Fluency in Mandarin and English required.
