Essential Duties and Responsibilities:

Costing and Cost Down

• Set up both hard internal RFQ folder.
• Send the drawings to suppliers or make the cost tracker according to global standard cost.
• Prepare the cost tracker within required time. Get the signature from of Regional Commodity Manager, Global Commodity Manager, and Global Purchasing Director, File the copy into the hard folder.
• Find cost down opportunities and follow up to get implemented.

                    

Key duties include:

 Responsible for program management 

(Owned programs: programs detail refer to programs list)

      

Phase I

• Set up the project folder both by file and inside new project name.
• Send RFQ to suppliers (at least 3 suppliers), chasing the QAF back, prepare the cost tracker. Print the QAF into both Project Folder, and Supplier Folder for cost information collection.
• Price analyses, price negotiation with all suppliers to get the best VMC, get the cost tracker signed by Purchasing Manager, General Manager, Technical Director and Controller.
• Set up Prototype Samples Tracker into the project fold and keep updated regularly.

                    

Phase II

• Raise IPP copy the related RFQs to support the tooling investment inside IPP. Get approved by Purchasing Manager, General Manager and Controller.
• To coordinate the engineers for design review and to have feasibility review with suppliers, get the feasibility commitment copy from engineer or suppliers, copy to engineer assistant.
• Get the Pre Sourcing Sign off, signed by SDT members and put the hard document into project folder.
• Organize the supplier orientation if applicable.
• Send the Pre Sourcing Agreement to suppliers and get the signatures back, put into project folder.

                        

Phase III

• After production ECR released, prepare the tooling contract, Blanket PO (including PPAP order) and OTS PO. 
• To place the tooling, fixture and gauging orders and input in Oracle system. Follow up the timing, delivery and payment.
• Input the POs into PO master list. Input the components into Components Catalogue tracking system.
• Get the toolings tracking weekly report from the supplier who is building tooling
• Set up Sample Tracker into the project fold and keep updated for the whole process of the project.
• Run ECR, send the ECR to suppliers and get the signature back, for any additional cost, negotiate with the supplier and report to Purchasing Manager and get their approval. Keep the ECR with additional cost into project folder. When the new version released, updated Blanket PO(PPAP), tooling PO if applicable both in Oracle system and manual PO. Send the POs to suppliers and get the signatures back.
• Updated and maintenance Cost Tracker.
• Prepare the QOS chart for owned programs.
• 4 Phase sign off by Purchasing Manager according to Purchasing 4 Phase checklist.

                                        

Supplier Development:

• Coordinate the meetings for the suppliers to other Gates department if required.
• Visit current supplier for program or communication or potential supplier for walkthrough purpose if applicable.

              

Daily Purchasing Activities:

• Hold the Components tracking meeting with quality on weekly base to provide the delivery information and get the information from quality for approved status. For the parts not approved or approved by MREA, need follow up the re-PPAP date.
• Be a team member of PPAP meeting.
• Be a team member of PDT meeting of relative program.
• Tooling Accrual Report from suppliers on monthly base.
• Set up Tooling management file with the tooling management status from suppliers and Tooling ownership status.
• Create cost record for existing purchasing parts from the suppliers and maintain the record on monthly base.
• Performs purchasing department activities relative to all aspects of purchasing transactions. 

                                    

Other tasks or duties as assigned.  

• Quality Related Functions and Responsibilities:
• Monitors the adherence to TS 16949, ISO 14001,HSE Policy, VDA 6, QS 9000, GBLP/2, GPS and Lean Sigma and any other industry standards in all activities.
• POSITION DIMENSIONS (SCOPE)(e.g. reporting structure; personnel responsibility; decision-making authority; budget responsibility):
• The incumbent reports to the Purchasing Manager, Independently makes decisions with regard to assigned areas of responsibilities within guidelines set by the supervisor and purchasing policies. Exercises independence in dealing with suppliers and internal and external customers. Some areas dependent on review by Purchasing Manager.
• Contacts (internal/external):
• Frequent contact with marketing, engineering, manufacturing, and quality assurance, in reference to supply, tooling, costs status, quality and delivery status for programs.
• External: Constant contact with our suppliers, negotiate price and timing, periodic contact with customers in reference to cost, pricing, and timing issues.
• Other (travel, working conditions, unusual work schedules): Standard office working environment.
  40 hour work week. Heavy workload and deadlines to meet. Limited supply base travel required. Occasional overtime required in order to meet deadlines.

                                  

Education and Experience, Required Skills:

• Requires good oral and written communication skills in Chinese and English; must be well organized; good understanding of computer programs. Requires the ability to negotiate price, terms, and issues as they affect costs and customer service. Knowledge and ability to work with PC (Word, Excel, PPS, etc.)
• Commercial or Engineering degree with 3-5 years’ experience, 2 years minimum automotive experience, English CET 4
