Position Overview and Responsibilities:

National Instruments has an immediate opening for a subject matter expert to support export compliance operations. The qualified candidate will proactively engage with internal customers (Sales, operations) to understand business needs and export control impacts. Develop & clearly communicate export regulatory guidance to internal business departments and/or distributors/ partners.

The position requires the ability to understand technical and regulatory concepts under the supervision of CHT Export Compliance Manager. Knowledge about Electrical and Mechanical products is a good plus of the candidate. The position will be based in Shanghai.

Responsibilities:

• Day to day operations for China/HK/Taiwan pre-order screening and on hold orders screening from both regulatory and technical perspective.
• Collect EUS/EUC for highly controlled products based on applicable export control regulations (China/HK/Taiwan/US/HU/MY…) and manage the documents.
• Support export control related inquiries raised by sales, services department or customers and conduct communication with internal and external customers from both regulatory and technical perspective.
• Review urgent export hold requests raised from Operations, escalate high risk orders to global export compliance team and follow up the order release process with US Compliance Team.
• Track the regulations of Export Control and communicate the change and impact to internal stakeholders.
• Deliver Export Control training to internal customers.
• Support conducting annual compliance audit.
• Support drafting internal export compliance operation SOPs based on daily practice.

Requirements:

• Strong individual contributor, ability to understand US export control rules and China/Hongkong/Taiwan Customs & trade rules & regulations.
• Ability to manage projects, create ideas for continuous improvements possibilities and execute local initiatives from beginning to end.
• Ability to detect gaps and propose the needed solutions.
• Ability to effectively multitask.
• Strong attention to details and strong interest in learning regulations.
• Initiative to undertake additional responsibilities.
• Excellent written and verbal communication skills in both English and Mandarin.
• Bachelor’s Degree is Required. (Preferred Major: electronic engineering, computer science, or equivalent.)
• US EAR/ITAR knowledge or import/export related experience will be a plus.
