RESPONSIBILITIES:
1. Work together with management team to setup and own procurement system.
2. Lead a group of buyers. Define role & responsibilities for each position in such a way that the productivity of the group will be always maximized.
3. Establish and continue improving the procurement process so that each one of them must be efficient, effective and robust.
4. Establish supplier data base. Deeply involve in the qualification of suppliers. Work closely with Finance, Engineering and Quality. Ensure all processes are subjected to the national and local tax laws and will be able to pass government and internal audit any time.
5. Perform annual budgeting and track the expenses to ensure the budget and business goals are met by the end of the corresponding year.

QUALIFICATIONS:
1. Education background
1) 4 years college education in mechanical or similar engineering
2. Work experience
1) At least 3 years industrial goods procurement experience. Understand import/export process and related regulatory
2) Have experience in supervising a group of buyers
3) 6-Sigma Green Belt
4) Experience with big international company is a plus
5) PC sufficient & SAP (or other equivalent) experience

1) Leadership by behavior. Planning & coordination of limited resources
2) Quick Potential supplier searching
3) Price and terms negotiation
4) Basic project management and execution
5) Good communication skills and confirmation
6) Able to prepare contingency plan to complete targets and/or commitments on time
