Purpose of the Job
To apply the Alstom EHS policy for China Solution Group(ACS and SER team) , and to ensure all EHS targets are achieved.
To ensure Solution Group's operation can be in line with quality management requirements, esp ISO requirements.

Responsibilities and Accountabilities
EHS:
· Familiar with ISO 14001, OHSAS 18001, ALSTOM guidelines. Implement the EHS management system. Some EHS official professional certificate is a plus.
· Coordinate/supervise Team Safety Visit (TSV) and daily Workshop Tour
· Coordinate/Implement Hierarchic Safety Visit (HSV)
· Define, update and improve the EHS KPI within Alstom policy + monitor and collect the related data. To be reported on a monthly basis to the PL.
· Compliant with ALSTOM EHS requirement, legal and other requirement
· Perform frequently some risks assessment of the different workstation, facility room and department of SHT
· Report accident/incident according to ALSTOM guidelines, local regulatory
· Involve in accident/incident investigation and root cause findings. Coordinate the accident report draft, review, and approval follow the procedure
· Management of all the related goods regarding EHS : Chemical, waste, Special Tasks, PPE, SF6 loss
· Emergency Plan and Drill
· Unit EHS policy, objective and target setup and monitoring
· Organize/Participate in internal audit and external audit. Write the report. Follow up the actions.
· Draft/update Standard Operation Procedure (SOP), Work Instruction (WI) according to site EHS arrangement. EHS Document management
· Involve in the EHS organization of the project. Participate in the kick off meeting, regular project meeting of the project and bring in Alstom EHS requirements and field check report to project manager
· Train the contractors and keep the database of trained contractors to respect the EHS rules
· Work Permit (Contractor Work Permit, Hot Work Permit, Work at Height Permit, Confined Space Entry Permit, Roof Access Permit, Fire System Stop Permit, and etc.) review and approval
· Check and supervise the implementation of EHS requirement in contractor work. Keep the record. to review it with the project manager and also to assess the contractor performance
· Participate in site EHS Culture Promotion Events and take the tasks. Such as Safety Month, Environment Day, Fire Prevention Day, and etc

Quality management
· Familiar with ISO9001 and quality management system
· Manage solution group processes properly
· Setup DCC(document control centre)
· Monitor processes are well complied with right records
· Ensure ISO audit can be passed.
· Control substation quality and service quality
· Monitor and control cost of nonconformity

Educational Requirements
Bachelor degree and above, master degree of preference in electrical or mechanical
EHS training or degree
National safety certificate is a plus
Experience
5 Years working experiences in EHS
Electrical experience in High-voltage field will be a plus





Requirements:
-Specialized degree in EHS
-3 to 5 years experience in an Industrial environment
Responsibilities:
1. Risk control:
Create the risk prevention program, covering all activities and locations of the site:
- risk assessment
- corrective/preventive action plans (definition and follow up)
- inspections and audits plan (HSV, TSV, EHS inspections, internal/external audits).
2. Risk mitigation:
Detect and record near misses and accidents; investigate systematically to find out root causes by implementing appropriate methodology (e.g. 5 why, cause tree analysis).
Define and make sure relevant corrective and preventive actions are implemented.
3. EHS awareness and competencies development:
Ensure concerned people get relevant EHS training (corporate and local programs), depending on their activities and responsibilities; advise and coach personnel (managers, operational teams).
4. Policies deployment:
Manage the deployment of AREVA Group's Environmental, Health and Safety policies.
Manage all issues and related action plans linked to the specific Unit activities (industrial processes, substances, depollution ...).
5. Regulation monitoring:
Be informed about the laws in effect regarding EHS in order to make sure the site is compliant with local regulations.
6. EHS management system:
Coordinate/contribute to the implementation and maintenance of related simplified or certified (ISO14001, OHSAS18001 and similar) management systems.
7. Depending on the organization of the site:
- Be the interface with local health/safety committee (i.e. workers council). Organize related meetings and visits.
- Be the interface with local EHS authorities.
8. Reporting:
- Ensure timely availability of relevant data for the Unit and Headquarters by using common tools (STAR, EHS Event&KPI ...).
