International Trade Compliance Manager - AsiaPacific
Global Trade Compliance
Job Purpose:
Functionally: responsible for designing and disseminating an import and export compliance programme for all of the Group's operations in the AsiaPacific region ('Region') and ensuring the development of and advising on the processes necessary in Region for continued adherence to it and for monitoring that compliance on an ongoing basis.
Operationally: responsible for undertaking key aspects of the AsiaPacific trade compliance programme, as outlined below. [Covers export controls and related security and safety issues.
Principal Accountabilities
Functional:
? Accountable for the development, in conjunction with other members of the Global Trade Compliance Department, of Group trade compliance policies and procedures to meet appropriate Trade Compliance and customs laws and regulations in Region and for defining the appropriate systems changes, processes, training and documentation necessary to effect those policies and procedures. For the purposes of this job description, 'appropriate Trade Compliance and customs laws and regulations in Region' include any applicable laws of the UK,EU, other European countries, USA and any country in the AsiaPacific region which are applicable or have effect in Region and all applicable International Trade requirements;
? Accountable for the dissemination and publication of these policies and procedures within Region and for monitoring ongoing compliance with them;
? Develop and maintain international trade compliance manuals (ICPs);
? Develop international trade controls and audit plan to monitor and report on that compliance as above;
? Build and deliver a training plan for all relevant Premier Farnell employees in Region on the policies and procedures referred to above;

? Act as the Premier Farnell trade data Subject Matter Expert in Region, providing consultative and training services to Legal, Sales, and Operations as well as sister divisions as required;
? Provide direction on corporate participation in customs development programmes in Region, preferential origin programmes and appropriate record-keeping and customs audits in Region;
? Participate fully as a member of the Global Trade Compliance department, representing the Region and advancing excellence in Trade Compliance at Premier Farnell.
Operational:
? Responsible for product classification and the collection and verification of Country of Origin information on product purchased or supplied in Region;
? Influence and ensure trade data integrity is maintained for all products;
? Responsible for training and managing Trade Data team, including on HTS and ECCN classification and the collection and verification of Country of Origin information;
? Responsible for applying for and maintaining any Trade Licences required to carry on the Group's trade in Region;
? Undertaking other key aspects of the Americas Trade Compliance programme as agreed in Region and with the Global Trade Compliance Director from time to time.
? Manage the APAC Customs cost, including its budgeting, forecasting, variance analysis, and implementing customs cost reduction plans
Key Challenges
? To be able to effectively implement plans and processes across a number of business units, functions and countries
? To keep abreast of all changes or updates to US, EU, and Asian Customs laws (especially Singapore, China, India and Australia) which are relevant to the Corporation
? A high number of not-in-catalogue items will provide additional one-off challenges to creating a comprehensive compliance program
? Required to work across multiple functional areas, and broker discussions with both internal and external parties
? To drive high ethical standards, communicating the requirement for trade compliance even when contrary to commercial interests
? Effectively managing a diverse mix of stakeholders at varying levels throughout the organisation
? Understanding the limitations of the current business systems to manage this role
Skills, Know How and experience
? 5 years experience in international trade management, with minimum 3 years in a managerial role in an American multi-national company
? Working knowledge of US, EU, Asian Customs programmes, HTS, and ECCN Classification required
? Must have experience implementing an Asian Customs compliance programme
? University degree holder, MBA preferred
? Experience in leading and managing projects with a proven track record in meeting deadlines and delivering success
? Experience influencing a diverse range of stakeholders
? Must be able to work independently
? Must have excellent organizational skills
? Strong attention to detail required
Position Dimensions:
Functionally: reporting to Global Trade Compliance Director. As part of the Global Trade Compliance Department, will lead on [all issues arising as a result of Trade Compliance laws or regulation originating in Region] and liaise with Trade Compliance Managers for the Americas and Europe on all other trade compliance issues.
Operationally: report to the GM of Asia Supply Chain. managing trade compliance for approximately US$100m in import / export, collect and maintain data for over 450,000 SKU's.
Responsible for one direct report (based in Singapore) and three dotted line reports (based in Shanghai),
