职位描述
1. Organisation :
1) report to the General Manager
2) functional report to the Purchase department of the headquarter in Belgium
3) collaborate with the production manager and with the technical engineer
2. Assignments :
1) Organize procurement of electrical components and mechanical parts for the assembly workshop
2) Follow the suppliers and control the quality, the costs, the service level (leadtime), within a partnership relation.
3) Develop the panel of suppliers answering to the AS objectives and with the approval of the headquarter Purchase department
4) Launch RFQ and insure a efficient negotiation respecting the AS objectives and the technical specifications
5) Insure that the subcontract agreements are followed by the suppliers
6) Create and follow the purchase orders according the requirements from the production
7) Organize the importation and exportation logistics
3. Tasks :
1) Communicate to the suppliers all (and only) needed information to execute the contract
2) Manage the relation with the suppliers for all issues follow-up and settle improvement plan with the suppliers
3) Establish and follow the key performance indicators of the suppliers
4) Work in connection with the Custom Bureau and the AS logistic partner for importation of components from Belgium and for exportation of products to Asian countries
5) Update and maintain the database of the suppliers and procurement agreements
4.Education & experience:
1) Degree in purchasing and international logistics
2) 5 years experience in procurement and logistics in international environment
5. Skills :
1) Good knowledge of English : speaking, reading, writing
2) Good communication skill
3) Use of ERP system
6. Targets :
1) Quality : insure that the suppliers follow the quality requirements
2) Lead time : insure that the purchase orders are delivered on time
3) Cost : control the cost of the procurement according the cost targets
4) Guidelines provided by AS:
5) First qualified suppliers and subcontracting agreements
6) Plan of progressive qualification of local procurements
7) Technical specifications and quality requirements
