职位描述：
MISSIONS AND RESPONSABILITES

SAFRAN IT COUNTRY MANAGER – China has 2 main roles:
？ Manage activity of Safran IT Team based in Suzhou (up to 80 % of time):
？ Manage global activity to support :
？ Local Safran AE and Safran LS Companies
？ Chinese Shared Services Center
for all IS requirements needed for their business needs
？ Manage daily operational action plans for Country IT shared service center
？ Responsible for availability, performance, planning and quality level of IT solutions
？ Propose enhancement/improvement action plans to optimize IT solutions
？ Responsible of the IT Costs and budget – propose relevant options to optimize them
？ Responsible for applying IT security rules and action plans defined or requested by Country Security officer in charge

？ As “Country IS Coordinator” for China, animate Chinese IT synergy and Group integration action plan (up to 20% of time)
？ Animate the network of Safran’s IT Managers within the country ;
？ Generate IT / IS synergies for Safran operating companies in the country and share best practices ;
？ Support Safran representative offices and shared services.


DUTIES AND RESPONSIBILITIES

？ In charge of the operational organization for controlling the followings IT activity areas:
？ Infrastructure
？ End-user Applications
？ IT Services (incident, change, project, problems)
？ IT Security
？ Manage those activities for Safran AE, Safran LS, Local Shared Services both in Suzhou, Shanghai and Beijing
？ Manage relevant evolution/enhancement/improvement action plans to optimize IT solutions
？ Manage Service level (availability, performance, quality, security) KPIs and communicate relative dashboards to the different served entities Managers
？ Manage the IT costs, prepare budget, propose and define optimization action plans, in relation with the different entities representatives
？ Ensure IT security defined by CISO within Safran IS central entity (DSI) and is responsible of the correct usage of those security rules
？ Plan and animate monthly service review meetings with Chinese Safran involved companies GMs, Safran China Shard services MD and Safran Regional CIO

？ Synergies :

Acting as “Country IS Coordinator”
o Review activities with local IT Managers
o Define and coordinate common Country Synergy action plan for applications
o Develop, when appropriate, common country purchasing contracts (HW / SW, consumables, service providers), in relation with Shared Services IPO teams and local companies IT managers

？ Best practices :

Working with Safran Group DSI organization:
o Collaborate with the different representatives of DSII International organization,
o Rely and refer on Safran Group DSI IT architects to define/modify Country IT infrastructures and solutions based on IT standards
o Rely and refer on Safran local CISO for all IT security concerns
o Build and support operational relationship with DSIP central production teams, and regional operations if exists, to maximize efficiency of worldwide collaboration
o Implement central tools when possible for central services impacting local operations.

With the country IS Managers:
o Consolidate lessons learned from past projects and organize knowledge sharing to improve the deployment processes
o Share operational best practices

？ Safran shared services :

With the country IS Managers :
o Promote Safran international stakes locally
o Analyse requirements and support rollout of Safran shared services

？ Country Committee :

o Organize and animate bi-monthly Country Committees
o Present/discuss/modify the country shared service action plan
o Present/discuss/modify the country IT synergies (IPO and contracts, evolutions, standards to be applied, international collaboration etc…)

？ Regional Committee :

o Attend monthly or quarterly Regional Committees organised by Regional CIO
o Provide feedbacks from his/her country
o Present the country action plan

？ Reporting :

o Consolidate and report IT services delivery, to the attention of the different served entities representatives
o Consolidate and report country requirements / incidents to the Regional CIO, and the relevant contacts within DSII organization when appropriate
o Report on follow-up of the budget (MTP, Actu1, 2 and 3)

？ Communication :

o Ensure appropriate communication is done
o Prepare formal visits (with companies, providers, etc.)
o Organize end user Communication (flash message regarding events/incidents – important information – project situations etc….)
