Ensuring all support processes (e.g. Facility Management, Technical Service, SHE&Security, Energy Supply, Catering Services, etc.) are perceived as services which provide highly efficient support to value creation processes (also called primary processes) such as the production unit. This is ensured by means of service level agreements and efficiency is shown by key performance indicators and internal best practice sharing.

During the project phase the Workstream Lead Site Services is also responsible for Site SHE Officer (SEO) and Site Security Officer (SSO) which covers all SHE relevant aspects of the company/site , including budgeting, leadership of subordinates and control of contracted security services (staff, systems and consultants)

The job holder ensures that the services are flexible and scalable to possible site changes (e.g. growth), achieved by balancing the utilization of internal and external suppliers. This requires steady evaluation of the local market conditions and suppliers.

Furthermore, the incumbent ensures that the constructional requirements of the site development (resulting from the support processes) are implemented from the different “User Requirements Brief” (URB) of the engineering project.

To safeguard the start-up process at final site, the internal recruiting process (in due consideration of Roche internal formalities e.g. “Diagnostics Delegation of Authority”), as well as the assignment of external suppliers, will be scheduled and implemented in collaboration with the Human Resources and Purchasing departments.

Main Tasks & Responsibilities主要工作职责 :

Provide expertise, leadership and direction to the Facilities function (GMP and non GMP environment including Calibration) – governance of 3rd party service supplier.

Ensuring compliance with corporate directives and local laws and regulations where appropriate.

Optimize services and costs with internal customers and external partners/suppliers.

Ensuring vendor relationships for outsourced services (e.g. IFM, Security, Catering).

Ensuring operational implementation and constant improvement activities, measured against local and global Key Performance Indicators.

Manage 3rd party service suppliers management fee at risk (Hard service KPIs, SLAs regarding contract)

Ensure steady improvement of site maintenance strategy (planned, preventative and unplanned) in accordance with harmonized concepts for lifecycle asset management. Develop local processes, policies, procedures, monitoring systems and service standards to ensure effective implementation and achievement of the local and global strategy.

Ensure quality standards, federal, state, and local regulatory requirements are met and may serve as liaison between the company and various governmental agencies.

Ensure that the Expense & Capex budgets are met, identifying of cost reductions and savings opportunities.

Identify specific targets with regard to environment and sustainability within the business area.

Education& Qualifications教育背景与专业资格:

Academic degree in sciences, engineering or relevant area of study

Experience工作经验:

Experience in interdisciplinary global projects and organizations with a matrix setup

Experience in site function organizations – e.g. Facility Management

Experience in Project Management (and IT systems)

Experience in Managing of external service supplier

Ability to partner with demanding customers and servicing their requirements.

Proven ability to manage the business, operations and quality elements.

Knowledge of SAP PM skills is a benefit

Fluent language skills in English, Mandarin is a benefit

Leadership competencies at proficient level, in line with corporate framework.

Proven success in managing, leading and motivating multiple stakeholders / staff and project teams

Proven interpersonal skills to develop effective working and trustful relationships with internal and external

stakeholders.
