1. Leadership & representation 管理与汇报

• Accompany head of departments and represent the department and/or company in front of management, external authorities, suppliers, internal and external auditors as appropriate.
  Ensure that all relevant information relating to activities within your scope are tracked, captured and forwarded in due time to the head of department.
  Based on the strategy provided by your head of department, develop specific solutions to achieve the department and company objectives.
  Understand and participate to the implementation of budgeting and cost control. Generate purchase requests (you may not authorize them). Authorize Purchase Orders and payment Orders as per rules in place in the company.
  Actively collaborate with other departments. Seek for the voice of your customer.
  Understand and manage risks generated within your department. Periodically review incidents and complaints pertaining to your activities.
  Draft and/or review and/or approve SOPs, work instructions, CAPA plans, process changes, project & validation activities, Job descriptions… as per iMS rules in place in the company.

Handle and share resources within and across departments in order to meet objectives

2. Operations 生产运营

Key operational activities are:

· Manage the product sampling and testing program for seeds, raw materials, intermediates, seeds, bulks and finished products to ensure that all test results are reliable.

· Make sure that testing instruments, facilities and test methods used in the laboratories are validated.

· Ensure the tests are finished within schedule

· Review and issue product testing reports.

· Monitor product stability and issue report.

· Submit proposal for recruitment, transfer and promotion of relevant subordinate.

· Support the site during certification and inspection of the government authorities

· Ensure continuous improvement of quality system applicable for QC laboratories.

· Management of all controlled documentation and data in the QC department.

· Manage all risks associated to materials and testing operation in the laboratories.

· Manage a self inspection program for the laboratories

· Manage the budget of QC department and develop cost-effective ways of working without compromise to quality or safety.

For all the above operations

· Ensure SOPs are enforced. Elaborate SOPs & forms.

· Ensure that activities which ensure iMS compliance are performed

· Acquire and demonstrate a sound process knowledge (advantages, risks, parameters, limits, alternatives ..). Continuously seek to improve the processes. Propose KPIs to measure improvements.

· Participate to the validation of processes, methods and equipment

· Ensure incident, CAPA and change control processes are integrated

· Ensure Environmental, Health and Safety habits are in place

3. People and team culture 人员和团队建设

· Ensure all personnel have clear written performance & development plans and that their performance is regularly appraised.

· Ensure all department personnel are trained for the roles they have been assigned.

· Promote a culture in line with Shenzhen GlaxoSmithKline Neptunus Biologicals’ core values :

Qualifications/Requirements:

· Minimum Requirement: Bachelor degree in Biologic/Chemical/Pharmacy,

· Familiar with instrument, test method, pharmacopoeia and industry standards.

· Thorough knowledge of policies and regulation of SFDA, FDA, etc.

· Knowledge of GMP and Quality Compliance, Microbiology, Biochemistry, Virology, Validation Policy and Procedures, QMS, management, etc.
