KEY ACCOUNTABILITIES
关键职责

Supplier sourcing & screening: perform supplier sourcing & screening for CAPEX stream procurement through scrutinizing technical specifications & engineering scopes, conduct supplier background & qualification assessment and identify potential suppliers before initiating Call For Bid or Request For Quotation. Launch bidding process and manage the follow-up, participate supplier audit when deemed necessary.
供应商开发或筛选：在招标或询价之前,通过细察技术规格或工程范围为固定资产采购进行供应商开发或筛选，调查供应商背景或资质审核，确认潜在供应商; 进行招投标流程并对流程跟进管理，必要时参与供应商审核。

Quotation analysis, negotiation and contract establishment: organize / participate commercial & technical clarifications with bidders, initiate commercial negotiations on prices, terms & conditions, ensuring overall cost saving objectives. Prepare Quotation Analysis Report or Commercial Bid Tabulation on premise of technical alignment, establish relevant contract in accordance with legal guidance and requirements, preventing legal dispute or liability exposures.
价格分析，谈判和合同建立：组织并参加同投标商的商务或技术澄清，在价格，商务条款方面进行商务谈判以确保总成本目标。在技术标一致的基础上准备报价分析报告或商务标评分, 在遵循法务指导和要求下，建立相关合同，避免法律争议

Post-order follow up: control & monitor the progress of CAPEX project or procurement, coordinate as an interface among project team, user dept, suppliers and any relevant stakeholders whenever required, ensuring the milestone achievement in timely manner.
定单跟进：控制或监控固定资产项目或采购的进程，以积极的态度协调项目团队，用户部门，供应商和其他任何股东，确保项目里程碑取得成功

Purchasing administration: carry out supervisory responsibilities on CAPEX purchasing team's work, ensuring all concerned activities, process and documentation management in compliance with company policies.
采购管理：对采购团队工作行使管理职责，确保所有有关活动，流程，文档管理符合公司政策。

Supplier relationship management: contribute to the supplier performance evaluations with metrics defined and supplier classifications, review & update supplier database. Initiate SRM approach to secure the sustainable development with critical suppliers.
供应商关系管理：根据规定的方法对供应商表现进行评估，进行供应商分类，更新供应商数据库。创新供应商管理办法以确保核心供应商稳定发展。

REQUIREMENTS
任职资格

Degree or experience in purchasing (preferably in pharmaceutical field)
学士学位，有采购工作经验，有制药行业采购经验优先。
Technical background ( civil engineering, mechanical,…)
技术（工程、机械）方面背景
Very good command of English language (oral and written)
优良的英文口语及书写能力
Good interpersonal & communication skills and able to work across functions
良好的人际关系和沟通能力，能与各功能团队良好地开展工作
Good computer knowledge of MS Office (Excel is a basic)
熟练地运用MS Office软件，特别是Excel.
Reliable and trustworthy, able to keep information confidential.
