Position Overview
The primary purpose of this position is the delivery of Payroll in China, Taiwan and Singapore for approximately 200 associates, in addition to providing backup to payroll processors in Korea and Japan. This role is responsible for ensuring that needed controls are in place to guarantee all internal and external obligations relating to payroll are fulfilled. Additionally, this position will provide information to associates on individual issues including taxes, entitlements, benefits etc. and making updates to HRIS for approximately 400 associates located in 10 APAC countries

Job Responsibilities
Payroll & Social Benefit Management:
? Process payroll, mandatory benefits program and individual income tax accurately, timely and within all policies, contracts, and wage and hour laws.
? Manage employee welfare program, such as service award, regular health examination, family events allowance, holiday allowance, etc.
? Collaborate with human resource and legal resources to stay informed of payroll policies, contracts, procedures and guidelines.
? Maintain related records and provide to audit as required.
? Review, research, and resolve issues and communicate effectively with employees and venders to identify and correct errors and problems.
? Interpret established policies, procedures and other relevant sources to internal and external customers as needed.
? Handle sensitive, confidential information and manage potentially volatile situations.
? Research and summarize specialized or technical information from varied sources, which requires selecting the most appropriate material and the use of spreadsheets and/or customized database applications.
? Assist in creating desk procedures and process controls.
? Initiate or assist with related communications.
? Participate / lead global payroll / HRIS projects as assigned.
? Manage time sheet, leave records, and leave of absence system.
? Calculate one-time allowances and severance benefits.

HRIS:
? SAP data master owner for Hexion APAC .
? Provide accurate, timely data entry into SAP HRIS for new hires, job changes, terminations and organization updates.
? Conduct specialized transactions within SAP.
? Prepare HR Monthly Reports and other reports as needed.
? Improve SAP info type to be better tailored to local practice.
? Troubleshoot and resolve specific SAP or IT SAP related issues by promptly approaching the right sources.

Other HR admin support:
? Manage HR transactions including on boarding, exit, and transfer. Monitor employee probation and contract renewal status.
? Manage employee personal-file.
? Issue all HR certificates to support employee visa, loan or citizenship.
? Process HR related payment.
? Improve HR Operation Process.

Minimum Qualifications
? Demonstrated written and oral communication skills including strong command of English.
? Demonstrated ability to partner effectively with individuals from different counties and across corporate functions.
? A minimum of three years of experience in payroll processing including processing payroll for at least 150 employees.
? Demonstrated knowledge of payroll rules, regulations, and guidelines and ability to conduct research.
? Experience and demonstrated ability to perform payroll audits
? Ability to effectively manage and complete multiple tasks that .may have competing priorities
? Ability to maintain confidentiality of sensitive matters.
? Ability to work within tight timelines and under stressful situations.
? Skilled in using Microsoft Word and Excel.

Education Requirements
Bachelor’s degree in Business, Finance, or related field or equivalent work experience.
Preferred Qualifications
? Prior experience with HRIS data maintenance.
? Skill in researching and analyzing data, identifying problems and proposing solutions.
? Demonstrated experience providing excellent customer service, including analyzing, researching and solving customer issues while maintaining positive customer relationships.
? Ability to use tact, diplomacy and persuasion while dealing with internal and external customers.
