职位描述：
岗位职责:

？ 全面负责与装置废物管理对口人员的联系，负责废弃物从装置收集点到废物堆场的内部物流管理和协调商务对废弃物外部运输的安全。
Be fully responsible for contact with the plant person for management of wastes and for internal logistical management from the plant waste collection point to waste laydown area and for coordinating with Commercial for safe exterior transport of wastes.
？ 对废弃物进行管理，熟知危险废弃物名录，对各装置产生的废弃物进行分类、判别，做好危险废弃物的处置，使其符合法律法规的要求。
Manage the wastes and know well the directory of dangerous wastes and classify and judge the wastes generated by each plant to deliver good disposal of wastes to enable it to meet laws and regulations.
？ 负责日常管理废弃物的装车的检查、称重、转移联单打印的程序正确性。
Be responsible for routine management of correct truck loading’s checking, weighting and printing of transfer manifest.
？ 负责废弃物处置日常计划的安排、协调处置单位的联系。
Be responsible for routine plan arrangement for disposal of wastes and coordinating the contact with the company for such disposition.
？ 编制日常废弃物包装材料的采购计划；机具设施的维护、环境应急装备物质的管理。
Compile purchase plan for routine waste packing material and manage maintenance of equipment and tools and materials for environmental emergency response.
？ 负责废弃物作业人员的管理和培训。
Be responsible for management and training of waste handling workers.
？ 对现场废弃物服务承包商进行管理，确保赛科现场环境清洁、废弃物处置及时、作业严格按照赛科HSSE程序执行；采用新知识、新方法提高承包商的现场管理能力、现场服务意识，定期进行现场审核。
Manage site waste service contractor to ensure clean environment on SECCO site, dispose of the wastes timely and follow strictly SECCO HSSE procedures for disposal of wastes; Apply new knowledge and new methods to improve the contractor’s site management capability, site service awareness and check the site periodically.
？ 负责废弃物操作规程（应急预案）的编制和维护。
Be responsible for compilation and maintenance of waste handling procedure (pre-plan for emergency response).
？ 不断探索废弃物包装形式，做到既环保又安全，同时减少包装材料的消耗和人工的操作。
Explore continuously the packing style of wastes to ensure environment and safety and meanwhile, to reduce consumption of the packing materials and manual operation.
？ 熟知并掌握废水预处理设施的运行管理和操作，确保达标后送中法水务。发现废水预处理设施异常，及时向运转经理通报异常的同时取得与中法水务沟通，调整内、外排操作。
Know well and master the operational management and operation of waste water pre-treatment facility to ensure the on-spec wastewater to be sent to Sino-French. Report timely to operation manager the abnormal situation found with the treatment facility and at the same time, communicate with Sino-French to adjust internal and external discharge.
？ 熟知并掌握废水回用处理设施的运行管理和操作，不断优化废水运行条件，降低运行成本，最大化的回用废水。
Know well and master the operational management and operation of wastewater recovery treatment facility and optimize continuously operation conditions of wastewater to reduce operation cost and maximize the recovered water.
？ 熟知并掌握外排雨水阀门的操作、维护管理；负责雨水监控池（消防事故池）的操作，确保外排雨水符合标准后排放。
Know well and master the operation and maintenance management of externally drained rainwater valve and be responsible for operation of (fire accident pool) rainwater monitoring pool to ensure the externally drained rainwater to be drained after having satisfied specs.
？ 经常去现场进行巡视，观察现场环境方面的差距，制定持续改进的计划。
Go to site often for patrol inspection, observe the gap in the site environment and develop continuous improvement plan.
？ 掌握赛科废弃物的性能，寻找综合利用的途径，做到资源利用最大化。
Have a good command of the properties of wastes and look for the approach for comprehensive application to maximize resources.
？ 完成环境周报告、月报告，和废弃物的处置核算。
Complete environment weekly report and monthly report and waste disposal accounting.
？ 向公用工程废弃物管理高级工程师报告，完成安排的其他工作。
Report to the OSBL senior waste management engineer and complete other assigned tasks.
？ 负责部门的OE（报警率、自控率、NOL/SOL/SDL等）管理工作，定期组织回顾并制定优化方案。
Be responsible for OE management (alarm rate, automation rate, NOL/SOL/SDL and etc.) and organize periodical review to formulate optimization plans.
？ 负责 OSBL装置的MOC管理中生产部分的审核，在项目设计审核和施工阶段提出运行方面的意见，包括HAZOP的 的评估工作。
Be responsible for review of the production part of MOC management of OSBL Plant, raise comments on operation at the design audit stage and construction stage, including HAZOP assessment.
？ 组织对管辖区域的事故隐患进行根源分析，消除装置的生产隐患。
Organize RCFA of accident hazards in the responsible area to eliminate potential hazards of production plants.
？ 及时完成上级经理分配的其他工作。
Complete other work assigned by superior managers.

任职资格:

？ 大学本科及以上学历，化工或工艺管理或环境安全等相关专业。
Bachelor degree or above of majors related to chemical, process management or environment safety;
？ 具有5年以上污水处理、废物管理相关的工作等操作经验，2年以上生产/技术管理岗位经验的优先。
More than 5-year work/operation experience in waste water treatment and waste management; more than 2-year work experience of production/technical management posts is preferred;
？ 对行业生产、安全、技术以及国家的各类安全法令等要求有深刻了解。
In-depth understanding of requirements of all kinds of national laws related to production, safety, technology and safety;
？ 优秀的领导能力，包括建立有效的团队，激励并发展个人。
Excellent leadership, including construction of efficient teams, encourage and develop individuals;
