Main Purpose of Job
· Assumes overall responsibility for Engineering operations on station
· Manage and maintain the high level of safety, reliability, security and presentation required by customers, regulatory authorities and the company in a cost-effective manner.
· Manage the daily engineering operation effectively and efficiently. Liaise effectively with APT staff and working groups on the aircraft to ensure a well managed operation.
· The following key accountabilities are part of this job:
Qualification
· Minimum 10 years experience in Aircraft Maintenance Engineering as certifying /approved Engineer or supervisor.
· Must hold HKAR 66 B1 or B2 licence or equivalent.
· Preferably holding hold all appropriate aircraft type approvals at level 3 training.
· Must have good people management skills.
· Must demonstrate capability in cost control and budgeting
· The following key accountabilities are part of this job.
Key Accountabilities
· Manages the routine maintenance, servicing and certification of company aircraft in accordance with the CAD and company standards and procedures as defined in the EOMP,
· To ensure delivery of a SAFE and COMPLIANT aircraft for operation.
· Monitor and evaluate aircraft on ground records to assess aircraft serviceability, and respond accordingly.
· Arranges additional aircraft maintenance as requested by CX Maintenance Support and Engineering Planning. (ADD Clearance)
· Manage the routine maintenance, servicing and certification of third party operator’s aircraft in accordance with the applicable SGHA. To focus on providing a high level of customer service (if applicable)
· Directly supervises and certifies aircraft maintenance when required to do so.
· Perform the duties of an AE/SAE when rostered to do so as detailed in the AE/SAE job description.
· Manage and monitor the performance of subcontractors.
· Manage, control and initiate local strategies to achieve effective and optimum planning and utilisation of station resources, including people, equipment, facilities and aircraft spares.
· Develop, control and is accountable for achieving the stations approved manpower, capital, revenue and operating budget.
· Manages the provision of contingency plans to cover operational requirements such as diversions, adhoc operations, major technical failures, incidents and accidents.
· Support other stations with staff, spare parts and equipment when requested.
· Keeps self and staff up to date with the aircraft systems, technology processes and procedures.
Staff Accountabilities
· Mangement of the station Engineering staff
· Manages staff rosters and approves/allocates annual leave bids.
· Conducts regular performance reviews as direct appraiser for Engineering staff.
· Facilitates regular station meetings or information exchanges.
· Ensures that the necessary training is provided and scheduled to enable staff to perform their allocated functions. Provides local refresher training
· Develops and encourages continuous improvement in quality innovations, leadership, teamwork, productivity and efficiency through employee involvement, in order to extract the best performance from people.
· Develops and maintains the spirit of co-operation and trust with employees and management.
· Responsible for the recruitment of new staff
· Administration of staff and maintenance of records
Working Environment and safety
· Monitors ground safety during aircraft servicing and maintenance and ensures that all staff operating around the aircraft adhere to general ramp safety practices.
· Manages the local engineering OH&S standards to comply with the company’s policies and government legislation.
· Ensures safe working practices are implemented, reports accidents and provides ongoing OH&S training.
· Ensures that himself and staff are familiar with the local airport and company E&A procedures.
Communications
· Ensures all incoming communications are actioned
· Liaises with the RLMOM/HLM and Hong Kong departments.
· Liaises with the City Office, Airports Services, Cargo and other CX airport departments to ensure maximum aircraft handling efficiency.
· Liaises with contracted third party operators local representatives and airport subcontractors
· Is familiar with, maintains and uses the available methods of communication such as VHF radios, Internet, Fax, Memo, GroupWise, SITA etc.
Ground Equipment, Aircraft Tooling and Facilities
· Responsible for the availability, servicing, maintenance and cleanliness of all station company ground equipment and vehicles
· Responsible for the recalibration of aircraft tooling in accordance with company procedures
· Responsible for the station engineering fire protection.
· Responsible for the maintenance and cleanliness of the Engineering facility
Administration
· Maintains PC literacy.
· Manages and monitors the operating budget via the monthly BCR.
· Monitors the verification, input and approval of invoices via FMIS.
· Controls petty cash. Controls local purchase of consumable items.
· Responsible for the company material handling and storage procedures and Customs regulations in relation to imported aircraft materials.
· Monitors the compilation, revision and publication of the Station Procedures Manual
· Monitors the maintenance of all station Technical Publications
· Ensures that station logs are completed correctly
· Ensures that Technical documents are properly actioned and data entered into Ultramain per the company’s procedures.
· Ensures staff airport passes, vehicle passes, registration and insurance are maintained.
· Produces and distributes the Line Station support Logistics and Station Aircraft Schedule documents.
· Responds to station audit reports.
