Department: Supply Chain Management
Location: Shanghai
Reporting to: Managing Director
Responsibilities:
? In managing the day-to-day performance of the Purchase, Stores and Transport business; and specifically managing the supply chain process for Goltens China. To be conscious of costs and attempt to achieve savings on an ongoing basis by working closely with suppliers and develop buying strategies to purchase and arrange timely deliveries of supplies and materials which ensure on-time delivery of supply to Goltens facilities as required.
? Introduce dynamism in the purchasing or supply management process so as to match evolving business practices to forecast the cost, availability, and suitability of parts and materials. Moreover, conferring with the Operation department during the early stages of large projects to help prevent problems with the supply of materials; ensuring the right amount of the product or service is received when it is needed.
? To utilize the team-buying strategy where purchasers coordinate with other departments in negotiations, for example, before raising a PO, may consult with Sales Department about custom-made products, seek advice from quality inspectors and technical manager concerning the quality of purchased goods, or tell managers in the receiving department about any shipment problems.
? Source good suppliers, to evaluate suppliers on multiple criteria (price, quality, service support, availability, reliability, selection, etc.) and to study catalogs, industry and company publications, directories, and trade journals, to solicit bids by use of meetings, trade shows, conferences, and suppliers’ plants and distribution centers to inspect products and services, assess a supplier’s production and distribution capabilities, and discuss other relevant considerations.
? Resolve complex delivery, quality or other related problems with purchases and invoices and also review purchase orders to ascertain accuracy, proper accounting, and conformity with requisition.
? Evaluate and further develops purchasing procedures which drive down cost in a measureable fashion. Develop knowledge of the materials being purchased, negotiates prices, terms and quality requirements; assuring that purchasers need to be deeply familiar with the technical aspects of the goods or services they purchase in which way work or production is not halted or slowed down due to wrong deliveries. To instill in the purchaser, resourcefulness, good judgement, and self-confidence to anticipate requisitioner’s preferences.
? Guide value analysis to identify cost improvements, develops cost saving proposals, including make-versus-buy analysis, alternative sourcing and vendor evaluation criteria.
? Maintain inventory levels in line with the agreed targets; and also answerable to Accounts Payable over queries relating to payment invoices.
? Maintain up-to-date knowledge of applicable laws / regulations regarding import / export; all related codes, standards, policies and procedures; awareness of new trends and advances in the profession in order to achieve set objectives.
? Assist with preparation of departmental objectives and plans, annual budget; monitors status of budget; identifies budgetary changes in patterns; assists in planning long and short term outsourced services.
? To promote the effectiveness of Goltens Company Quality Policy in the department, shall set up clear and effective purchasing procedure and assuring that all activities are carried out and documented according to the relevant guidelines and procedures.
? Shall promote the interdependence of Goltens and its suppliers for a mutually beneficial relationship to enhance the ability of Goltens and its suppliers in creating value.
? Be obliged to maintain confidentiality with regards to company information.
? To manage and supervise the purchasing activity in effectively implementing the company’s purchase process which includes:-
? Initiating the evaluation and re-evaluation of prospective suppliers.
? Maintain the Approved Suppliers’ Register (with back-ups).
? Monitor the performance of approved suppliers.
? Inform Quality department of feedback on supplied services which does not meet requirements.
? Ensuring that orders are received within shortest possible time.
? Ensuring that requisitioner is informed of any setbacks in timely receipt of supplies.
? Perform root cause analysis on complaints relating to purchase process, initiate the right corrective action and implement a suitable preventive action so as to eliminate the re-occurrence.
? Any other tasks as and when assigned by the management.
Technical / Professional:
? College degree and above, purchasing major is preferred
? At least three years of related working experience.
? Working experience in Marine industry is preferred.
? Understanding of technical purchase requests.
? Ability to interface with both technical and non-technical personnel.
? Ability to organize and handling all purchasing activities in meeting company purchasing requirements.
? Know China custom’s rules and regulations regarding to import and export.
? Previous purchasing experience as Dept. Manager may deem fit, on approval from Top Management.
Technological:
? Competent in Microsoft Office
General:
? Ability to work well under pressure
? Demonstrate ability to handle work professionally, independently and efficiently.
