Key Focus:

1. Provide “one-stop shopping” for HR needs of site/business unit

2. Design and align processes with company standards and site or business strategies

3. Provide HR consulting expertise to managers and employees to maximize organization effectiveness

4. Drive change management process to assimilate organization into company culture

Accountabilities:

1. Shares accountability with site/ business unit leadership for reaching and exceeding production and/or other performance metrics

2. Recommend HR strategy for site/business unit based on company values, knowledge of business strategy, employee needs and HR best practice

3. Interprets and administers bargaining agreements with respect to grievances, wages and benefits, union and management practices and other contractual stipulations

4. Consistent application of site work rules and company policy and procedures

5. Assure fair and equitable treatment of employees and compliance with all applicable laws and policies

6. Proactively consult with and advise site management/business unit management on organizational issues affecting performance

7. Drive effective communications process at site/within business unit

Responsibilities:

1. Communicate regularly with all levels at site/business unit

2. Maintain relationship with bargaining unit representatives

3. Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems

4. Analyze and modify compensation and benefits policies to establish competitive programs and ensure compliance with legal requirements

5. Administer compensation, benefits and performance management systems, and safety and recreation programs

6. Represent site/business unit needs for proper support and engagement in site/business effort

7. Implement organization efforts and HR initiatives to improve organizational effectiveness

8. Ensure HR work processes and supporting communication in and between skill center and generalist roles performs in an efficient, effective manner

Identify staff vacancies and recruit, interview and select applicants together with hiring managers

9. Plan and conduct new employee orientation to foster positive attitude toward organizational objectives

10. Plan, organize, direct, control or coordinate the personnel, training, or labor relations activities

11. Perform difficult staffing duties, including dealing with understaffing, refereeing disputes, firing employees, and administering disciplinary procedures

12. Represent organization at personnel-related hearings and investigations

Qualification Requirements:

1. Bachelor’s degree or above with major in Human Resources, Finance, or Business Administration is preferred

2. Good knowledge in personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, performance management and personnel information systems are required

3. Experience in establishing HR policies and procedures for manufacturing organization based on relevant laws and regulations is required

4. Experience in maintaining relationships with union / bargaining unit representatives is preferred

5. Excellent communication skills in English and Mandarin are required

6. Experience in a multinational environment is required

7. Strong sense of business ethics, integrity, confidentiality, sensitivity, self discipline, job ownership and accountability are required

8. Good skills on active listening, logic & critical thinking, judgment and decision making, complex problem solving, time management, and good team spirit are required.

9. Demonstrated ability to successfully lead change management processes is preferred
