Purpose of the position: *

- Responsible for the development and enforcement of product stewardship & regulatory affairs in compliance with all related local, national and international regulations for the region;
- Build up expertise and work process for the company in the region to be able to support business and operations activities/development, and to promote the awareness of chemical management compliance among all employees in the region;
- Proactively involve in related regulation tracking, collecting and assessment, and develop plan and programs to ensure chemical operations compliance;
- Link global knowledge and implement to the region.

Principle accountability: *

- Plan, organize, address and manage all the activities of product stewardship & regulatory affairs in the region;
- Develop and implement a comprehensive PS&RA program to ensure compliance in chemical management in the region;
- Set up database for ESHQ related law and regulation, evaluate impact of these laws and regulations to the businesses of the company in China, and advise business units upon evaluation;
- Coordinate implementation of corporate PS policies and standards in the region;
- Develop and implement value-added PS&RA services and guidance to the region, these procedures and process include but not limited to MSDS, labels, transportation, chemical control, license/permit and registration;
- Maintain meaningful and solid contact and relationship with provincial and national level of chemical management related authorities to ensure efficient co-operation between the company and the authorities;
- Closely work with business units in new law and regulation making process through membership organizations such as AICM representing the company to ensure that company concerns and interests will be raised and maximum considered in new law and regulation;
- Establish PS&RA management system and service platform (process and procedures) for the region;
- Coordinator PS&RA for the region and globally;
- Provide necessary PS training to people in the region.

Technical knowledge base: *

- Master/PhD/University Degree in Chemistry/Polymer/Engineering preferably;
- Minimum 5 years of experience working in chemical industry with emphasis in PS&RA/ESHQ or technical field;
- Familiar with SAP ESH system is highly preferred
- Fluent English skill being able to communicate in English both in speaking and writing.

Team and resource
management: *

- Manage regional PS &RA committee consisting of people from different BUs/operations in the region to develop and implement global and regional PS programs;
- Organize and coordinate internal and external resources to achieve global and regional goals and objectives in PS;
- Maintain an efficient communication with local authorities, BU/function heads and operation managers;
- Train and develop PS&RA skills and knowledge for the regional people;
- Influence skill with expertise and the candid value.

Decision making: *

- Is accountable for providing the region with the proper direction to ensure PS and regulatory issues are concerned at top priority;
- Direct the region in such manner as to ensure compliance with local, provincial and national chemical related regulations.

Financial impact: *

- Assist ESHQ head of GC region to plan and manage the annual operational budget for the regional PS&RA related matters in terms of service and corporate activities;
- Support business growth with PS&RA related initiatives

Interpersonal skills and networking: *

- Influence internal and external parties on PS&RA.
- Guide frequently the site operations to implement within the framework of ESHQ strategy
- Ability to persuade miscellaneous parties to achieve the objectives
- Ability to positively interact with all levels of management, customers, suppliers, governmental institutions, consulting, etc.
- Frequently sell professional recommendation and have to convince others (management, customers, etc.)

Problem solving and innovative thinking: *

- Resolve problems in the region wide on PS&RA issues;
- Capability to make judgment on critical issues with ESHQ head support;
- Flexibility to manage unexpected situations.
