General Summary

Lead Greater China Payroll team to ensure the accurate and timely payroll processing for local employees and expatriates covering China Mainland, HK and Taiwan.

Provide Payroll related analysis information to division management.

To process and ensure the accuracy of payroll information required to compensate employees in compliance with state and local regulations. Disseminate required information to our internal and external clients.

Principal Duties and Responsibilities (PDR)

1. Work with Corporate Payroll director for division Payroll process improvement, be the division representative on all Payroll related issues.
2. Lead Payroll automation project for Greater China, drive for process efficiency improvement.
3. Work with HR and supervise payroll preparation for Greater China employees.
4. Administers the payroll related information, ie. Overtime record, Allowances, etc.
5. Responsible for ensuring timely deposits of payroll tax and accurate payroll tax return reporting for China.
6. Manage Payroll process within the Finance Department, with Payroll Service Providers, and vendors.
7. In charge of Payroll System implementation
8. Manage data involving various internal systems, interface programs, and report writing applications.
9. Review tax reports and returns, works with third party to address discrepancies, resolves inquiries and processes amendments for compliance.
10. Perform quality assurance within each payroll cycle on data entered by subordinates to ensure accuracy prior to processing of payroll.
11. Coordinate Payroll audit with internal/external auditors
12. Manage ad-hoc reporting as required and annual reporting requirements for Pension, Worker's Compensation, Corporate Tax Reporting for vendors, policy renews and tax consultants.
13. Resolve inquiries from employees, vendors, statutory queries and internally between Divisions.
14. Perform review of funding of all payrolls and payments.
15. Support ad-hoc projects

Knowledge, Skills and Abilities Required (KSAR)

1. Minimum 5 years payroll or related experiences, experience with payroll system implementation would prefer
2. Bachelor's degree required.
3. Operational understanding of computerized accounting systems, payroll system/service bureau, human resources software, electronic spreadsheets, and related operating systems as applicable.
4. Excellent communication skills with internal and external customers (i.e., all levels of personnel) in an effective and professional manner.
5. Proven ability to investigate and resolve client problems satisfactorily.
6. Proven ability to lead peer employees to accomplish various tasks within specified time requirements.
7. Strong organizational skills, ability to work within a team environment, results oriented.
8. Should possess a high level of integrity and confidentiality.
9. Strong commitment to the tasks assigned and willing to work under pressure
