Purpose of the Job
·Lead overall site EHS Performance including risk assessment, deviation identification and actions driven

Performance Measurement
·Safety KPIs : IFR1, IFR2, IFR3, AZDP (Alstom Zero-Deviation Program) and ToP E program deployment
·EHS compliance to ALSTOM standard/practice and local legal requirement.
·ISO14001 & OHSAS18001 certification compliance

Responsibilities
·Lead the overall risk assessment, deviation identification and actions.
·Advise GM and department managers on EHS matters and ensure the implementation of recommendations
·Lead Alstom Transport EHS system (AZDP and ToP E program etc…) implementation on site
·Elaborate action plan, organize the review and monitor the status in each department and depots
·Ensure the follow-up and consolidation of the monthly reporting of the indicators (IFR, ToP E, AZDP etc)
·Ensure the accident enquiries and investigation are done properly (time and quality)
·Analyze the results and bring a global vision in the analysis of the accidents, suggest solutions for correction and/or improvement
·Develop and deliver EHS awareness on site
·Update and circulate best practices in prevention and protection matters in all departments and depots
·New construction site EHS control
·Security control to mitigate security risk on site (including sub-contractors)
·Facilitates process and provides technical and administrative leadership to ensure compliance with EHS regulations
·Establishes and maintains relationships with governmental authorities on matters of mutual concern including voluntary certification, maintenance of environmental permits, submission of required reports, and maintenance of data
·Plans to deal with emergency situations that could adversely impact the environment, employees, or the community
·Expected to travel within China for regular site visits

Requirements
·Bachelor's degree with a specialization in Health, Safety & Environment
·Minimum 6 years experience in EHS management in multinational industrial companies
·EHS supervision or site EHS manager is preferred
·International mindset
·Relevant expertise according to the technologies of the China
·Minimum bi-lingual (English required)
