JOB SPECIFICATION

JOB TITLE Regional Purchasing Manager

LOCATION SHANGHAI CHINA

REPORTING TO Procurement Director - Asia

JOB TYPE Full Time / Permanent

START DATE ASAP

PURPOSE OF THE ROLE

Lead the execution of Category and Commodity Strategies for South East Asia Region

§ Annual company wide spend in Region $40M-$50M

§ Reduction in BOM prices by 20% for any new projects.

§ Manage the contracted CRP with suppliers in that area.

§ Identification of regional suppliers to support group outsourcing projects

§ Drive cash flow and working capital to meet corporate targets

KEY RESPONSIBILITIES

§ Implement policies for the purchase of goods and services relating to categories

§ Implementation of group contracts ensuring product cost objectives are met

§ Establish and agree terms of purchase in line with the Group procurement policies.

§ Agree with regional heads both short and long term objectives for the delivery of the related strategic and annual plan targets.

§ Provide Regional support to the Category Managers for the development and execution of Purchasing strategies

§ Develop and maintain corporate supplier relationships in the best interest of supply of goods and services and cost management.

§ Be accountable for related budgets, forecasting and P&L savings.

§ Support add hoc Group led projects as and when required.

§ Work with local IPO team in ensuring Orders to be fulfilled with high level in delivery and quality.

§ Be responsible for local RFQ completion and analysis for any new products to be introduced to Asia and Pacific area.

§ Coordinate engineering cost down activities and drive through subsequent change

§ Support the GM IPO to manage the local team and fulfil other tasks assigned by the GM IPO or Group PD.

PERSON SPECIFICATION AND CRITICAL SUCCESS FACTORS

EDUCATIONAL QUALIFICATIONS / TRAINING

§ Degree qualified and or relevant professional body qualified.

INDUSTRY EXPERIENCE

§ A minimum of 5 years in purchasing role.

REQUIRED SKILLS AND ABILITIES

§ Experience in Category Management

§ Programme management skills.

§ Experience of working in an international environment.

§ Fluent in written and spoken English and a second language desirable.

§ Strong analytical and negotiation skills

§ Proven ability to drive international procurement projects

§ EMS Manufacturing engineering/procurement experience background is preferred

§ Management depth and gravitas to influence CEO level negotiations

§ Introduce commercial terms with any suppliers that drive long term value for Talaris
