职位描述
1、按照国家现金管理、银行结算和财务管理的有关规定，办理现金收付和银行结算业务。负责现金的提取、发放、报销和银行结算凭证签发、解行。
2、严格办理收、付、报销手续，对凭证内容不真实、手续不完备的凭证，有权拒付。及时做好工资奖金发放工作。
3、按照会计制度，填制和审核收付款记帐凭证，并据此登记现金和银行存款日记帐。做好现金和银行存款日记帐，月末编制“银行存款余额调节表”，做到严格审核，记帐及时，日清月结，定期对帐，帐款相符。
4、保管财务专用章，部分银行结算印鉴，保管空白支票和领用收据本。收据使用完后应及时交会计销号，支票发出要及时登记，收回随时注销。
5、保管库存现金和各种证券，不超过核定限额，保险柜内不存放私人现金及物品。
6、协助会计做好会计档案整理工作。
7、成立财政支付中心后，在国库集中支付软件系统中编制每笔业务“支付申请”。
8、到教育分中心领取“财政授权支付凭证”，送代理银行办理相关付款手续。
9、出纳员调离本岗位时，要将经管的款项、有价证券、会计凭证、帐簿、印章、票据、支票和未了事项，向接办人移交清楚。编制移交清册，并核对库存现金和有价证券，办妥交接手续。
